"The repatriations have mainly been for availing the benefits of promotion; on the requests of state governments; and some on personal grounds," Singh said.

The shifting of officers between states and the Centre is an ongoing process. As on December 17, 2015, about 59 IAS officers appointed under Central Staffing Scheme have been prematurely repatriated to their respective cadres since May, 2014, Minister of State for Personnel, Public Grievances and Pensions, Jitendra Singh said in a written reply.
During the same period, around 181 IAS officers have come under Central Staffing Scheme from states, he said.
"The repatriations have mainly been for availing the benefits of promotion; on the requests of state governments; and some on personal grounds," Singh said.
Furthermore, in addition to the appointment as Secretary to the Chief Minister or Governor of a state, the Centre has allowed officers to repatriate as Chief Secretaries in the state without imposing extended cooling off, he said.
