10 years later, Court accepts CBI’s closure report after it fails to find evidence against ex-RAW officer

A special CBI Court has accepted the closure report recording that CBI apparently failed to find “any evidence” to show that Singh acquired assets disproportionate to his known sources of income.
Ten years after it charged former Research and Analysis (RAW) spook Major Nirvikar Singh (retd) with acquiring disproportionate assets, the Central Bureau of Investigation (CBI) has filed a closure report in the case.

A special CBI Court has accepted the closure report recording that CBI apparently failed to find “any evidence” to show that Singh acquired assets disproportionate to his known sources of income.

It is pertinent to mention here that this was the second time that the agency had filed a closure report. The first closure report was filed by the agency in 2012 but the same was not accepted by the special CBI Court back then asking the agency to investigate further.


“CBI conducted investigations into allegations of acquiring disproportionate assets by Major Nirvikar Singh in his own name during the check period from January 1, 2005 to June 18, 2010. However, on direction of Court as well as during further investigation, CBI found that assets found in the possession of the accused were not found to be disproportionate to his known sources of income”, reads the order passed by the special CBI court recently.

The order further reads “I am in agreement with the conclusion/recommendation of CBI that there are not sufficient grounds to prosecute Nirvikar Singh on the allegations of acquiring disproportionate assets during the given check period. It is also well apparent that no case of abetment could be made out against co-accused”.

The Judge has further recorded “I have gone through the complete report as well as other records related to this case. It is well apparent that CBI could not find any evidence to say that any of the alleged properties/assets were acquired out of the fund provided by Nirvikar Singh. Accordingly, closure report has been accepted”.

Singh along with two others were booked in June 2010 on the charge of amassing assets disproportionate to his known source of income.

Before joining the R&AW as an under-secretary, Nirvikar Singh, originally an artillery corps officer, was Aide-de-Camp (ADC) of the then Punjab governor and Chandigarh administrator, General SF Rodrigues (retd), for nearly four years.

Singh took premature retirement from the Army in August 2011 which was accepted by the Army and Singh was relieved from the service.
