In a controversial statement, Rajasthan Education Minister Madan Dilawar said that those who drink cow’s milk become intelligent, while those who drink buffalo milk become sluggish.

The minister made the remarks while addressing a gathering in Khedli village. A video of his statement was shared by news agency PTI on X.

“Those who drink cow’s milk are intelligent, while those who drink buffalo milk become sluggish. If you feed a cow calf with cow’s milk, it becomes active and playful, whereas a buffalo calf becomes lethargic. Similarly, to make our children energetic, give them cow’s milk; to make them sluggish, give them buffalo milk,” Dilawar said.




This is not the first time the minister has stirred controversy.

Last year, a major row erupted after he asked schools to observe December 6—the day the Babri Masjid was demolished—as Shaurya Diwas.

In 2024, he triggered another controversy after commenting on teachers’ attire.

“I have noticed many teachers go to school wearing revealing clothes, which does not inculcate good values among children. They should think about the kind of clothes they wear, as it impacts young minds,” he had said.

He also alleged that some teachers consume alcohol and attend school in an inebriated state.

“Teachers use indecent language, lie to senior officials, and consume tobacco products,” he said.

Earlier, he had also barred teachers from carrying mobile phones inside schools.

“No one will take a mobile phone inside the school. Even if they carry it by mistake, they will have to deposit it with the school principal,” he said.

He added that teachers could use their phones only after applying for leave and getting it officially recorded. Anyone leaving the school premises without prior leave could face suspension or even termination.

“Mobile phones have become a disease. School teachers, whether male or female, keep watching the stock market and other things,” Dilawar told reporters.

He said only the school principal would be allowed to use a mobile phone and could inform teachers in case of emergencies.

“This will prevent academic loss for students,” he added.
