A tip-off from Surat busts NEET scam

It was a tip-off from Surat City Police that led Delhi police to bust a NEET-UG admission scam and arrest four suspects in the case. The NEET aspirants, including minors, were allegedly duped with promises of guaranteed MBBS seats for a lump sum money.

Based on specific intelligence and technical inputs from Surat Police, the Delhi Police crime branch hunted down the suspects operating from the national capital ahead of the NEET-UG 2026 examination scheduled for May 3.

The exam was scheduled on May 3. “Given the proximity to the exam date, a technical surveillance operation was launched and the number was traced to Mahipalpur Extension, following which a team began an extensive search operation," DCP (Crime) Sanjeev Kumar Yadav said.

100 hotels searched

The teams of Delhi Police, based on the input received on May 2, carried out massive searches, raided close to about 100 hotels in Mahipalpur Extension and zeroed in on a group staying at Hotel Anand Lok Inn. Following the raids, cops arrested an individual, identified as Vinod Bhikha Patel, a resident of Surat’s Amroli area, who allegedly lured parents and students from Gujarat.

Among those arrested is Santosh Kumar Jaiswal, the alleged kingpin of the NEET scam. The 50-year-old graduate from Bihar was involved in designing the fraud, the TOI report stated.

Special questions prepared

Another arrested person is a native of Bihar who runs a pathology laboratory, Dr Akhlaq Alam alias Golden Alam. According to police, he is preparing for the screening test to practise in India and compiled a 149-page set of "special questions" drawn from previous years’ papers and coaching material to make them look authentic.

Dr Alam had completed his MBBS from Kyrgyzstan and allegedly prepared fake question papers using previous years’ material. Singh, 59, a BTech graduate and property dealer with assets in Ghaziabad and Pune, handled logistics—arranging flats to house students and facilitating where deals were sealed. Patel, 52, a broker from Surat, brought in aspirants and their families, persuading them to make payments.

“The gang demanded Rs 20 to 30 lakh in the name of MBBS admission. They collected mark sheets, documents and took signed blank cheques. A day before the exam, students were taken to unknown locations to be given ‘important questions’,” an official told TOI.

Signed blank cheques

Complainants at the spot told police that the accused had already collected hefty sums, original Class X and XII certificates, and signed blank cheques as “collateral” in return for promised medical seats. Investigators found that several students were taken away from their guardians to an undisclosed location on the pretext of being given “important” or leaked exam questions.

Police have seized a 149-page document, three signed blank cheques, and other evidence. A case has been registered under the Bharatiya Nyaya Sanhita for cheating and criminal conspiracy. The arrested accused are in custody, and efforts are on to identify other middlemen involved.
