The Himachal Pradesh Legislative Assembly on Monday passed the Himachal Pradesh Value Added Tax (Amendment) Bill, 2026. It enables the state government to levy a cess of up to Rs 5 per litre on petrol and high-speed diesel, despite strong opposition protests, reported news agency ANI. . "The maximum limit for this cess is Rs 5; whether we impose 10 paise or Rs 2 is at our discretion," Himachal CM Sukhvinder Singh Sukhu said.

Petrol, diesel prices today

On March 24, the prices of petrol and diesel have remained steady across the country despite the ongoing conflicts in the West Asia region. Brent crude closed just under $100 on Monday, while US benchmark West Texas Intermediate hovered near the $90-per-barrel mark for June contracts. Despite the sharp market fall and continued volatility in global oil prices, retail fuel rates in India have not seen any immediate revisions.

Among major metro cities, petrol prices remain above Rs 100 per litre in most locations, including Mumbai, Bengaluru, Hyderabad and Kolkata, while diesel prices continue to remain below the Rs 100 mark in these cities.

What affects the petrol, diesel prices in India?

Retail fuel prices in India are driven by multiple key factors, with global crude oil prices playing the most crucial role. Since crude oil is the primary raw material for petrol and diesel, any fluctuation in international markets directly impacts domestic fuel rates.
