The incident happened on Saturday evening, according to a police official quoted by PTI.
The tempo was heading from Tata Garden towards Worli and had reportedly entered the Coastal Road, where heavy vehicles are not allowed.
Traffic warden Rafique Wazir Shaikh followed the tempo on his scooter, the official said. But as he reached a curve on the road, his two-wheeler slipped due to sand on the surface.
Shaikh then hit a cement railing and fell into the sea, the official added.
A passing motorist quickly informed the police control room. Soon, police and fire brigade teams reached the spot and pulled Shaikh out of the water.
He was taken to the Nair Hospital, where doctors declared him dead.
An accidental death case has been filed at Gamdevi Police Station, and an investigation is underway, the official said.
The Coastal Road runs along Mumbai’s western shoreline, connecting Marine Drive to Worli.
