Maharashtra Revenue Minister Chandrashekhar Bawankule on Wednesday launched a dedicated online portal, epsitmumc.mahabhumi.gov.in, allowing property owners in Mumbai City district to process land record mutations and name transfers from their homes. Linked directly to the Settlement Commissioner’s Mahabhoomi application, the new system digitizes 45 distinct categories of property changes, ranging from inheritance and gift deeds to complex lease and mortgage registrations. The launch marks the transition to a zero physical interface model for the city district, where applicants, including Non-Resident Indians (NRIs), can now bypass traditional visits to the Collector’s or Tehsildar’s offices in favor of a monitored digital dashboard.

Mumbai Online Property Mutation

Revenue Minister Chandrashekhar Bawankule stated that the government has launched an online process in Mumbai linked to the Settlement Commissioner's Mahabhoomi app to mutate all properties within the city. Bawankule told reporters that the process has been simplified to allow Mumbaikars to process mutations online from their homes, ensuring that if a property owner dies, their family's name can be included in the records digitally. The Minister noted that the system is designed so that no one needs to physically visit the Collector’s or the Tehsildar’s office to complete these formalities.

Forty-Five Categories of Property Changes

For the first time, 45 types of changes have been made available online to citizens specifically in the Mumbai City district. Bawankule said the facilities include mutations arising from purchase deeds, inheritance, gift deeds, leases, mortgages, and road setbacks. The portal also covers more technical changes such as reservations and land acquisition categories. The Minister added that while the system is automated, a physical help desk remains available at the Mumbai City Collector office for those who encounter specific issues during the digital application process.


Real-Time Monitoring and Transparency Features

Key features of the new portal include a zero physical interface, allowing applications to be submitted without standing in queues or making repeated office visits. Transparency is maintained through real-time SMS alerts that keep applicants informed at every stage of the process, with updates also available via individual login IDs on the portal. A dedicated login-based dashboard facilitates 24/7 monitoring, ensuring that the complete digitization minimizes delays and results in faster processing of property updates.

Mumbai Property Mutation Limitations and NRI Accessibility

The Revenue Minister highlighted that the new facility enables property owners, including NRIs, to submit applications for name transfers or any update in the property card directly from their current locations. However, the current scope of this facility is restricted to property owners within the Mumbai City district only. The automated service is not yet available for residents in the Mumbai suburbs or other parts of the state, as the current scheme focuses on the 45 cases specific to the city district’s property card requirements.
