Mumbai Police are investigating the death of an 18-month-old girl in Goregaon East after CCTV footage allegedly showed a 10-year-old neighbour lifting the toddler and pushing her down a stairwell from the sixth floor of their residential building, as per a TOI report. The toddler suffered serious head injuries and was declared dead after residents rushed her for medical attention.

Police have registered an accidental death record, but no FIR had been filed at the time of the report. The 10-year-old girl has been produced before the Child Welfare Committee (CWC), which will conduct enquiries and decide on the next steps. Investigators are also examining the circumstances leading up to the toddler’s death and whether any adult was involved.

How the incident came to light

The toddler lived on the sixth floor of the building with her parents and four brothers. According to a relative, she had been playing in the common corridor outside the flats with a stray cat.

When her mother later sent one of her brothers to look for her, the toddler could not be found. The boy searched for a few minutes before looking down the stairwell, where he spotted someone lying on the ground floor. He recognised the clothes as those worn by his sister and rushed to alert their mother, the child’s aunt said.

Meanwhile, other residents had picked up the injured child and taken her to a doctor. She had sustained serious head injuries and was pronounced dead.

What CCTV footage allegedly showed

After being informed of the death, police recorded an accidental death case and began making enquiries. Investigators reportedly questioned how the toddler could have fallen from the sixth floor, given the height of the railing.

Police then examined CCTV footage from the building. According to DCP Gajanan Rajmane, the footage showed a 10-year-old neighbour lifting the toddler and pushing her down into the duct area. Police said the older child returned home without informing anyone about the incident.

The 10-year-old girl and her family had moved into the building around two weeks before the incident.

“We are investigating the sequence of events leading up to the death of the toddler, and whether any adult was involved,” a senior police official said.

DCP Rajmane said the toddler’s body had been sent for a postmortem examination to establish the cause of death.

What happens next under the law?

The 10-year-old has been produced before the Child Welfare Committee, which will make enquiries and take a decision on the next steps. Police have not registered an FIR so far, according to the information provided by officials.

Under Indian criminal law, children below seven years of age cannot be prosecuted for an offence. For children aged seven to under 12, criminal responsibility depends on whether they had sufficient maturity to understand the nature and consequences of their conduct. The law therefore requires an assessment of the child’s understanding rather than an automatic assumption of criminal responsibility.

The police investigation is continuing as authorities seek to establish the full sequence of events surrounding the toddler’s death.
