'Dog Babu, son of Kutta Babu & Kutiya Babu': Bihar govt issues residence certificate to dog; Yogendra Yadav slams SIR process over lapse

The certificate was issued through Bihar’s RTPS portal and had the dog’s photo, the name ‘Dog Babu’, father’s name ‘Kutta Babu’, and mother’s name ‘Kutiya Babu’. His address? Mohalla Kaulichak, Ward No 15, Masaurhi Nagar Parishad. The certificate number is BRCCO/2025/15933581. It even carried the digital signature of the revenue officer!
Swaraj India leader Yogendra Yadav posted the certificate online, calling it proof of how broken the system is. He pointed out that while Aadhaar and ration cards are being questioned, these residence certificates are being accepted for SIR (Special Infiltration Report) purposes.
Yadav said in a post on X, "See it with your own eyes! On July 24 in Bihar, a dog got a residence certificate issued. This is the same certificate that is being accepted in Bihar under SIR, while Aadhaar and ration cards are being called fake. Check the photo and name yourself: ‘Dog Babu’, father’s name ‘Kutta Babu’, mother’s name ‘Kutiya Babu’, and address – Kaulichak Mohalla, Ward Number 15, Masaurhi Municipal Council. The certificate number is BRCCO/2025/15933581."
The District Administration of Patna responded quickly. They said an FIR has been filed against the applicant, computer operator, and officer involved. The Sub-Divisional Officer has also been told to submit a report within 24 hours, and departmental action is likely.
While Yadav mocked the system, BJP’s IT chief Amit Malviya hit back. He said that SIR is meant to catch such fake entries. “Those who are getting exposed are now giving this issue a communal angle,” he claimed.
The internet had strong reactions. One user said, “Anyone applying with fake names should be fined Rs 5,000 or more. This is not funny anymore.” Another added, “This shows the poor quality of some government workers in Bihar.”
