Delhi To Upgrade Property Registration Offices With ‘Passport Seva Kendra’-Style Services
The Government of Delhi is preparing to completely modernise sub-registrar offices across the capital, aiming to make property registration faster, more transparent and far less stressful for residents.

Under the proposed revamp, the offices will reportedly be redesigned on the lines of Passport Seva Kendras, with upgraded infrastructure, digital systems and improved customer service.

The government is also planning to involve private companies in setting up and operating premium service centres to improve efficiency and reduce delays.


CM Rekha Gupta Promises More Transparent System

Delhi Chief Minister Rekha Gupta said the goal is to build one of the country’s most advanced property registration systems.

“We want to create one of the most advanced property registration systems in the country under this initiative. The aim is to transform the way these offices function so that citizens registering property no longer have to deal with delays, corruption, middlemen or unnecessary hassles,” she said during a review meeting on Saturday.

According to the Chief Minister’s Office (CMO), officials have been directed to redesign the functioning of sub-registrar offices using better technology, smoother workflows and stronger monitoring systems.

What Services Do Delhi Sub-Registrar Offices Handle?

Sub-registrar offices in Delhi currently deal with a wide range of legal and property-related documents.

Every day, hundreds of residents visit these offices for services linked to sale deeds, gift deeds, rent agreements, lease documents, wills, mortgage deeds, power of attorney papers, partnership deeds and property transfers.

However, the process has often been criticised for long queues, delays, paperwork confusion and alleged corruption.

New Offices To Offer Airport-Style Service Experience

After the modernisation project is completed, residents could see a completely different experience at registrar offices.

Officials are reportedly planning facilities similar to those available at Passport Seva Kendra centres, including air-conditioned waiting lounges, digital help desks, token management systems and real-time application tracking.

The revamped offices are also expected to include trained support staff, drinking water facilities and online appointment systems to reduce overcrowding.

Pre-verification of documents and live application tracking may also be introduced to cut waiting times significantly.

AI Facial Recognition And Blockchain Security Planned

The government is additionally exploring advanced technologies to make property records safer and harder to manipulate.

According to officials, proposals include AI-powered facial recognition for identity verification, digital document management systems and blockchain-backed record protection.

Technologies like geo-fencing and integrated databases are also being considered to reduce property fraud and ownership disputes.

Officials believe these upgrades could make Delhi’s property registration process far more secure, efficient and citizen-friendly in the coming years.
