Delhi SIR form guide: How to complete the form if your name isn't in the 2002 electoral rolls?
Delhi's Special Intensive Revision of electoral rolls, or SIR, is in full swing, and residents across the capital have until 29 July to submit their enumeration forms to their designated Booth Level Officers.

Over one crore forms have already been distributed, according to a status report issued by the Chief Electoral Officer on 9 July. Around 5.75 lakh of those have already been digitised. The revision covers more than 1.45 crore registered electors in Delhi, and as of the latest data, 74.70 per cent of them have received their forms.

If you have not filled yours yet, here is what you need to know.


What is the SIR form and where do you get one

The enumeration form comes pre-printed with details pulled from existing voter records, including your name, EPIC number, address, assembly and parliamentary constituency, photograph, and state name.

If a Booth Level Officer has not yet visited your home or you have not received a form, you can either contact your designated BLO directly or download the form from the Election Commission of India's website.

How to fill the form

The form has two main sections. The left section is for electors who were part of the electoral rolls prepared during Delhi's previous Special Intensive Revision, which took place between 2002 and 2005. If you were enrolled as a voter in another state during that period, you will need to furnish your details from that state's corresponding rolls instead.

You will need to fill in the following:

Your name and EPIC number, your relative's name and your relationship to them, the district, state, assembly constituency name and number, part number and serial number. A recent passport-size photograph also needs to be attached to the form.

At the bottom of the form, you will need to provide your date of birth, mobile number, and the name and current EPIC number of a parent, guardian, or spouse. Aadhaar number is optional and not mandatory.

Once filled, sign the form or provide a thumb impression along with the date, and hand it over to your BLO, who will give you an acknowledgement receipt.

What to do if your name is not in the 2002 rolls

This is where many residents may get stuck, but there is a straightforward workaround.

If your name does not appear in the 2002 electoral rolls, you can establish a link through a parent or grandparent whose name did appear in those records. In that case, the right section of the form needs to be filled with the details of that relative, along with your relationship to them.

Residents who have lived in Delhi since before 2002 can verify their details by checking the 2002 electoral rolls on the Chief Electoral Officer Delhi's website.

What happens after you submit

The draft electoral roll will be published on 5 August. After that, there will be a window to file claims and objections, which will remain open until 4 September.

The deadline to submit enumeration forms to your BLO remains 29 July. If you are yet to fill yours, do not wait for a follow-up visit. Track down your designated BLO or download the form and get it done.
