Delhi Unauthorised Colonies Regularisation: Centre Eases Norms Under PM-UDAY Scheme
In a major relief for residents, the Government of India has eased rules for regularising properties in unauthorised colonies in Delhi under the PM-UDAY scheme.

The move is expected to benefit over 10 lakh families living in 1,511 unauthorised colonies across the capital.

PM-UDAY Policy Update: No Layout Plan Needed for Regularisation

Union Housing and Urban Affairs Minister Manohar Lal Khattar announced that properties will now be regularised on an “as is where is” basis without requiring approved layout plans.

  • Earlier, a sanctioned layout plan was mandatory
  • Lack of approvals had slowed down the process
  • Only around 40,000 ownership documents issued so far
This change is expected to significantly speed up property regularisation.

Delhi Property Ownership Rights: How Residents Can Apply

Residents can now:
  • Get building plans prepared by empanelled architects
  • Apply for ownership rights through the Municipal Corporation
Applications can be submitted online via the PM-UDAY portal from April 24.

The Municipal Corporation of Delhi (MCD) will issue regularisation certificates, while ownership documents (conveyance deeds) will now be handled by the Delhi government’s revenue department.

Unauthorised Colonies in Delhi: Which Areas Are Included and Excluded

  • Total unauthorised colonies: 1,731
  • Covered under scheme: 1,511
Excluded areas include:
  • Yamuna floodplain (O Zone)
  • Forest and ridge areas
  • 69 affluent colonies such as Sainik Farms and Mahendru Enclave
Delhi Chief Minister Rekha Gupta confirmed these exclusions.

Delhi Regularisation Rules: New Norms for Shops and Construction

The revised policy also introduces clear rules:
  • Convenience shops up to 20 sq m can be regularised
  • Shops up to 10 sq m may be allowed on narrower roads
  • Floor-wise regularisation permitted
For redevelopment:
  • Land may need to be surrendered to meet road width norms
  • FAR limits will apply
  • Excess FAR will attract penalty charges

Delhi Property Registration Process: Timeline and Approval

The government has set a strict timeline:

  • 7 days for GIS survey report
  • 15 days to fix application issues
  • 45 days to issue ownership documents
Applications can also be tracked through the MCD SWAGAM portal.

Delhi Infrastructure and Enforcement: Steps to Prevent Illegal Construction

To control future unauthorised development:
  • MCD will conduct drone surveys every two months
  • Enforcement wings have been strengthened
  • Vacant plots will be surveyed for civic infrastructure
Support from the Delhi Development Authority (DDA) will continue.
