The directive, issued by the Directorate of Education (DoE), aims to reduce financial pressure on families and ensure transparency in school-related purchases.
Delhi Government Order on School Purchases: What Has Changed?
Under the new order, all private unaided recognised schools in Delhi must allow parents the freedom to buy books, notebooks, uniforms, and accessories from any vendor of their choice. The move follows multiple complaints from parents who alleged that schools were compelling them to purchase items only from selected shops, often at higher prices.
Schools Cannot Force Book and Uniform Purchases
The Delhi government has clearly outlined what schools are no longer allowed to do:- Force parents to buy books, uniforms, bags, or stationery from specific vendors
- Recommend or push additional study materials beyond the prescribed curriculum
- Frequently change uniform designs, which must remain the same for at least three years
- Enter into exclusive tie-ups with vendors that limit consumer choice
Mandatory Rules Schools Must Follow Now
To ensure accountability, schools must comply with several transparency measures:- Publish a complete class-wise list of prescribed books and materials
- On the school website
- On notice boards
- Within the school premises
- Clearly display uniform specifications
- Provide details of at least five nearby vendors, including contact information
Parents Get Freedom to Choose Vendors
One of the key highlights of the order is that parents now have full freedom to purchase school-related items from any shop, as long as they match the prescribed requirements.Schools are not allowed to reject materials bought from outside vendors if they meet the specified standards.
This ensures fair pricing and gives parents greater control over their spending.
How to File Complaints Against Schools
The Directorate of Education has also introduced a clear grievance redressal system.Complaints can be submitted to district and zonal education authorities for further action.
Strict Action Under Delhi Education Laws
The order has been issued under the Delhi School Education Act and Rules (DSEAR), 1973, and the Right to Education Rules, 2011.Authorities have warned that any violation may lead to action under Section 24 of DSEAR and other applicable legal provisions.
Why This Delhi Government Move Matters
This directive is a significant step towards reducing the financial burden on parents and preventing commercial exploitation in schools.By enforcing transparency and giving parents the freedom to choose, the government aims to create a fair and student-friendly education environment.
As the new academic session begins, all eyes will now be on how strictly schools follow these rules and whether this move brings real change on the ground.
