Delhi is preparing for a major overhaul of its traffic system as part of a broader effort to tackle air pollution and congestion. The city’s action plan proposes the rollout of an AI-powered Integrated Traffic Management System (ITMS) that will use automatic number plate recognition (ANPR) cameras, smart traffic signals and automated challans.

The project aims to reduce traffic jams, shorten travel times and improve air quality by managing roads more efficiently.

Currently at the proposal stage, a detailed project report has been submitted to the Union Home Ministry for approval.


Once implemented, officials say the system could significantly change the way traffic is monitored and controlled across the capital.

Integrated Traffic Management System in Delhi

According to Delhi Police, the proposed system will be driven by advanced analytics, artificial intelligence and real-time monitoring.

The ITMS will:

  • use smart adaptive traffic signals
  • detect violations through ANPR cameras
  • generate automated challans
  • regulate traffic flow in real time
  • reduce manual intervention by traffic personnel
Officials say the goal is to build a future-ready, scalable and technology-driven traffic ecosystem that improves commuter experience while cutting emissions.

Phase-wise rollout of smart traffic signals

The project will be executed in three phases over two years.

Phase 1 (within 12 months)
  • 5 traffic corridors
  • 250 adaptive signal junctions
  • 271 enforcement points
Phase 2 (within 18 months)
  • 7 additional corridors
  • 222 signal junctions
  • 236 enforcement points
Phase 3
  • 30 more corridors
  • 620 signal junctions
  • 522 enforcement locations

These smart signals will automatically adjust timings based on traffic volume and vehicle speed, helping ease congestion during peak hours.

Automatic challans and ANPR cameras

A key feature of the plan is automatic number plate recognition cameras, which will identify vehicles breaking traffic rules.

This means:
  • faster detection of violations
  • instant challan generation
  • less dependence on manual checks
  • improved compliance
The system is expected to make enforcement more transparent and consistent.

Real-time traffic updates for commuters

Once operational, commuters will benefit from real-time traffic updates, allowing them to plan routes better and avoid heavily congested stretches.

Officials believe this could:
  • reduce travel time
  • cut fuel consumption
  • lower vehicle emissions
  • improve overall road safety
By minimising idling and stop-and-go traffic, the city hopes to directly tackle pollution caused by vehicles.

Delhi congestion hotspots already identified

Meanwhile, Delhi Traffic Police have already been working on reducing congestion at critical points.

Authorities identified 62 major traffic hotspots and planned 215 corrective tasks.

  • 83 tasks were completed by December 31, 2025
  • 46 tasks were dropped or found unfeasible due to ongoing redevelopment and infrastructure projects

The new AI-based system is expected to strengthen these efforts further.

What this means for Delhi

With rising pollution levels and increasing vehicle numbers, Delhi has long struggled with clogged roads and longer commute times. Officials believe that technology-led solutions like ITMS could offer a practical way forward.

If approved and executed on schedule, the plan could make Delhi one of the first Indian cities to adopt a fully integrated, AI-driven traffic management system at this scale.

For commuters, it may soon mean smoother journeys, fewer jams and cleaner air.
