DDA freezes leasehold-to-freehold conversions in Delhi: What applicants need to know amid policy review

“The existing policy is under comprehensive review at the ministry to rationalise rates and simplify procedures. A more transparent, citizen-friendly policy will be notified shortly,” a DDA official told TOI, urging citizens to remain patient during the interim period.
However, the ministry has not yet provided any official update on when the revised policy will be rolled out.
What the Freeze Means for Applicants
The suspension has directly impacted fresh applications for leasehold-to-freehold conversion, which have been on hold since 2 January. This has disrupted plans for many property owners who were in the process of securing full ownership rights.- Applications submitted up to 1 January, where fees were already paid, are still being processed
- New applications remain frozen until further notice
- DDA’s online portal has been updated to reflect the suspension
Leasehold vs Freehold Properties
DDA originally allotted properties on a leasehold basis, with the option to convert to freehold introduced in 1992. Over time, even older leasehold properties became eligible for conversion. While newer allotments are largely freehold, many older residential, commercial, and group housing properties still fall under leasehold, making conversion an important step for owners seeking full rights. Once converted to freehold, owners gain complete ownership, including the ability to sell or transfer the property without restrictions.Rate Changes and Policy Shift
The delay is also linked to a broader shift in how conversion charges are calculated. According to a January order by DDA’s land disposal department:- New circle rates notified by the Delhi government will be used
- The aim is to ensure uniformity in land-related charges
- A 10% increase in rates for commercial and industrial properties was approved earlier
Weekly Hearings and Camps Also Halted
In another blow to applicants, DDA has discontinued its weekly Thursday hearings this year. These sessions previously helped resolve leasehold-related issues and fast-track conversions. Last October, the authority had even organised special camps to assist applicants on the spot, a move that had raised hopes of quicker resolution of pending cases. The sudden halt has now reversed that momentum.Growing Uncertainty Among Property Owners
The ongoing freeze, coupled with limited communication, has left many property owners in a state of limbo. While the promise of a simplified and transparent policy is welcomed, the absence of a clear timeline continues to be a major concern.
