Stephen Miller has launched a blistering attack on fraud involving taxpayer-funded programs, accusing scammers, refugees, illegal immigrants and foreign nationals of exploiting the American system for personal gain.Miller argued that ordinary Americans spend years paying taxes only to see some of that money siphoned off by fraudsters who abuse welfare and social-service programs.
