Europe's vegetable supply is under unusual pressure this summer as repeated heatwaves and a prolonged drought damage crops across some of the continent's biggest growing regions.

France has reported losses ranging from 25% to 100% for different vegetables, while British growers say broccoli yields have fallen by about half and lettuce prices have surged. The problem is not simply that Europe has had a hot summer but the prolonged lack of rainfall has depleted soil moisture and water reserves, making successive heatwaves far more destructive.

It is an uncomfortable reminder of a problem familiar to India, where weather-driven vegetable shortages -- especially of onion and tomato -- have repeatedly pushed up food prices, although Europe's much stronger storage, logistics and cold-chain infrastructure means that, unlike India, its challenge is now primarily about protecting production rather than moving and storing what has already been harvested.

When heat turns into a supply problem

The scale of the damage is clearest in France. The country has experienced repeated heatwaves alongside an increasingly severe drought, with the combination hitting open-field vegetables particularly hard.

Le Monde reported that cauliflower, broccoli, lettuce and artichokes had suffered losses of up to 100% on some plots without irrigation. The damage was not confined to farms without water infrastructure. Some growers said young plants had failed even where fields were irrigated, while temperatures reaching 37°C damaged crops that had otherwise received adequate water. In parts of western France, where irrigation had historically been unnecessary, only around 15% of farmland was equipped for irrigation.

This shows why this year's problem cannot be solved simply by diverting more water to farms. Extreme heat changes the crop itself. Young plants can die, flowers can be damaged and vegetables can mature too quickly. Even crops that survive may be too small or poor in quality to meet supermarket specifications.

The French vegetable industry has reported particularly severe losses in broccoli and other brassicas. The impact is already showing up in commercial supply rather than merely in farmers' forecasts.

Britain is seeing a similar disruption. According to reports, broccoli yields roughly halved while shortages of locally produced vegetables were pushing wholesalers towards imports. Wholesale prices for iceberg lettuce were reported to be around 90% higher than normal, while potato prices were also sharply higher.

The British problem is compounded by the country's dependence on imports. Around 40% of Britain's overall food supply is imported, with almost half of vegetables coming from overseas. The UK therefore has to replace domestic production precisely when some of its principal suppliers are also exposed to heat and drought.

When heat meets drought

Europe's problem is not simply temperature. As per experts, prolonged poor rainfall combined with repeated severe heatwaves had worsened drought conditions across Europe. Four major rivers, the Loire, Po, Rhine and Danube, reached exceptionally low levels. The drought has also contributed to extraordinary wildfire conditions across parts of the continent.

This combination creates a feedback loop for agriculture. Dry soil means crops begin a heatwave already stressed. High temperatures then increase evaporation and the plants' water requirements. Farmers respond by irrigating more, which puts additional pressure on rivers, reservoirs and groundwater. If water restrictions follow, crops have little protection against the next heatwave.

The effect varies considerably by crop and location. Some greenhouse production has held up better than open-field cultivation. Tree crops can also be more resilient than shallow-rooted vegetables. But leafy vegetables and brassicas are particularly exposed because their commercial quality depends heavily on adequate water during relatively short growing periods.

The drought is therefore producing something more complicated than a single continent-wide shortage. It is creating patches of acute scarcity, higher prices and a scramble among retailers and wholesalers to find alternative suppliers.

France is not the only warning sign

The vegetable crisis sits inside a much broader agricultural shock. Italy is one of the countries facing particularly severe water stress. According to reports, around 60% of Italian farmland has been affected by drought, with the Po Valley suffering major damage to crops including rice, maize and soya. The damage to Italy's agricultural sector has been estimated at more than 3 billion euros.

Spain presents a more complicated picture because it is both a producer affected by heat and drought and an important supplier to other European countries. When British or northern European retailers need additional vegetables, Spain is an obvious source. But greater demand does not eliminate the weather problem facing Spanish growers.

That weakens one of the most important shock absorbers in Europe's food system, geographical diversification. In a normal bad season, a supermarket can switch suppliers. A poor harvest in Britain can be compensated by imports from Spain or the Netherlands. A bad season in one French region can be offset by production elsewhere. Climate-driven shocks are different when they affect several production regions simultaneously.

The bigger concern is grains

Vegetable shortages attract immediate attention because consumers see them on supermarket shelves. The grain problem is potentially more consequential.

France's maize crop is expected to fall dramatically. French maize production could drop below 7 million tonnes from about 9 million tonnes last year, its worst result since 1976. EU maize production could fall below 50 million tonnes, potentially the lowest level since the 1990s. Germany's maize output is also forecast to fall, although Poland is expected to have a relatively stable crop and could become the EU's largest maize producer this year.

Another analysis estimated that the June heatwave alone could reduce Europe's grain harvest by about 9 million tonnes and knock roughly 2 billion euros off harvest prospects.

The consequences extend well beyond bread and cereals. Maize and other grains are important animal-feed inputs. Lower production can therefore raise the cost of producing meat, milk and eggs. In Britain, drought has also reduced grass and forage availability, creating additional pressure on livestock farmers.

The Financial Times reported that researchers estimate this year's drought could cost Europe at least 50 billion euros in the short term, while a broader estimate puts the economic toll of the summer's extreme heat at about 180 billion euros, equivalent to roughly 1% of EU GDP. The latter figure includes the effects of wildfires, infrastructure disruption and heat-related deaths as well as drought.

Agriculture is only one part of that calculation. Low river levels are also disrupting freight on the Rhine and Danube while water shortages are affecting energy production and industrial operations.

So the vegetable shortage is best understood as one visible component of a much larger water-and-heat shock to Europe's economy.

Europe vs India

India has long experienced sharp swings in tomato, onion and potato prices. These crops are especially important because they are consumed across the country and their production is concentrated in particular regions. Weather shocks can therefore quickly translate into national price increases. Sharp and sporadic movements in tomato, onion and potato prices are an important source of volatility in India's headline inflation.

India's vulnerability has traditionally been amplified by inadequate storage, processing and cold-chain capacity. Tomatoes are highly perishable while onions and potatoes require appropriate storage to prevent losses and smooth supply between harvests. India has consequently been investing in storage, processing and supply-chain infrastructure and using buffer stocks and trade measures to manage price shocks.

Europe is in a fundamentally different position. Its sophisticated cold chains, warehouses, transport networks, supermarket distribution systems and cross-border trade mean that post-harvest infrastructure is not the principal weakness exposed by the 2026 crisis.

Europe's harder problem is upstream. A cold chain cannot rescue a lettuce crop that has died in the field, nor can a warehouse replace a maize harvest that failed because the soil was too dry. And importing vegetables from another European country becomes less useful when that country is experiencing the same weather conditions.

The relevant European investment is therefore likely to be in water and production resilience such as irrigation where environmentally sustainable, reservoirs and water storage, more efficient irrigation systems, protected cultivation, soil-moisture management and crop varieties better suited to hotter conditions.

Upstream action

Governments are already moving beyond emergency compensation. France has announced 145 million euros in immediate assistance to farmers affected by the crisis. But its agriculture ministry is also pursuing longer-term adaptation measures, including greater water storage and changes in farming practices and crop varieties.

Britain has announced a 65 million pounds drought package that includes funding for reservoirs and measures intended to improve farmers' access to water. The government is also facing pressure to rethink the country's longer-term horticulture strategy because heavy dependence on imports leaves consumers exposed when supplying countries are hit by similar climate shocks.

The challenge will be deciding how much of this becomes permanent infrastructure rather than emergency assistance.

Europe has spent decades making its food distribution system exceptionally efficient. The next phase will require making the production system itself more resilient. That is a different and considerably more expensive task.

The summer of 2026 is significant not because Europe is running out of vegetables but because it is demonstrating how quickly a highly efficient food system can become vulnerable when the climatic conditions on which agricultural production depends move outside the historical range.

And that is where broccoli and lettuce begin to resemble India's onions and tomatoes. Not because Europe lacks India's cold-chain infrastructure, but because both regions are discovering that increasingly volatile weather can turn an ordinary vegetable into an inflation problem. India has spent years trying to reduce the consequences after a crop is harvested. Europe is now being pushed towards preventing the crop from failing in the first place.
