Colombia handed over the Pro Tempore Presidency of the Community of Latin American and Caribbean States (CELAC) to Uruguay on Saturday (March 21) amid calls for global peace and dialogue, during the organization's 10th Summit of Heads of State held in Bogota. The transfer, marking the conclusion of Colombia's 2025-2026 tenure, occurred as part of a high-level CELAC-Africa forum, which brought together delegations from 88 countries. Brazilian President Luiz Inacio Lula da Silva addressed the summit among other leaders, criticizing U.S. policies toward Cuba and Venezuela. "It is impossible for someone to think they own other countries. Look at what they are doing to Cuba, look at what they did to Venezuela. That is not democratic," Lula stated, underscoring his opposition to foreign interventions.
