US President Donald Trump and VP JD Vance
US President Donald Trump and Vice President JD Vance are set to announce a new $25 million fraud whistleblower programme offering Americans rewards of up to $30,000 for reporting suspected fraud involving federal funds. However, there are certain conditions.

As per reports, the Fraud Whistleblower Incentive Program (WHIP) is aimed at encouraging citizens to report suspected misuse of taxpayer money. The programme will be administered by the US Department of Justice, with tips accepted through the official website, fraud.gov.

The announcement is scheduled to take place at the White House Oval Office alongside the Task Force to Eliminate Fraud, which is chaired by Vance.

Trump’s $30,000 Fraud Bounty: What Are the Conditions?

Under the proposed programme, Americans can report suspected fraud involving federal programmes and potentially receive a reward of up to $30,000. However, submitting a tip alone will not guarantee payment.

According to reports, the information must contribute to a successful prosecution or a qualifying federal enforcement action. The programme’s reported eligibility requirements also include cases resulting in a guilty plea or verdict.

Tips must be submitted through fraud.gov, the designated reporting platform. The Justice Department will administer the initiative.

The programme is intended to encourage members of the public, including independent journalists, to provide information that helps authorities investigate suspected fraud and recover taxpayer money.

Nick Shirley to Receive $10,000 for Fraud Reporting

During the announcement, Trump is expected to present investigative journalist Nick Shirley with a $10,000 cheque in recognition of his reporting on suspected fraud involving childcare centres in Minnesota.

Shirley, 24, attracted national attention in December 2025 after publishing an investigation that raised questions about attendance and the legitimacy of several daycare centres reportedly operated by Somali Americans.

The White House has said his reporting helped prompt additional investigative resources from the FBI and the Department of Homeland Security. Subsequent investigations have led to arrests and criminal charges, according to the administration.

One of the cases cited in coverage of the alleged fraud involves Future Leaders Early Learning Center. Its former CEO, Fahima Egeh Mahamud, pleaded guilty to wire fraud and conspiracy in a case involving millions of dollars in allegedly fraudulent claims.

The allegations and legal outcomes in individual cases remain distinct, and accusations against particular organisations or individuals should not be treated as proof of wrongdoing unless established through legal proceedings.

How Does Trump’s Fraud Whistleblower Programme Compare With the IRS Scheme?

The new initiative follows an established model used by the Internal Revenue Service (IRS), which offers financial incentives to eligible whistleblowers who provide information about tax fraud.

Under the IRS whistleblower programme, qualifying informants can generally receive between 15% and 30% of the proceeds collected by the government, subject to eligibility requirements.

Trump’s proposed WHIP would use a different reward structure, offering up to $30,000 for qualifying information about fraud involving federal programmes.

The administration says the initiative is designed to increase public participation in identifying suspected fraud and help federal agencies protect taxpayer funds.

Why Is Trump Introducing the Fraud Bounty Programme?

The WHIP programme is intended to give Americans a financial incentive to report suspected fraud involving public funds. By rewarding information that contributes to successful enforcement, the administration hopes to increase the number of actionable tips received by federal investigators.

The programme also highlights the growing role of independent investigations and citizen reporting in drawing attention to potential misuse of government funding.

"Every day, President Trump's Task Force to Eliminate Fraud is zeroing in on the rampant abuse of taxpayer dollars and giving Americans the accountability they deserve," White House spokesperson Lauren Bis was quoted as saying by WBAL-TV News. "This administration has zero tolerance for individuals who steal from Americans."

However, the effectiveness of the initiative will depend on how the Justice Department evaluates tips, determines reward eligibility and ensures that allegations are investigated fairly before conclusions are reached.
