Several alarming videos have surfaced on social media showing streets, homes, and highways in Queens submerged in floodwaters. The flooding followed hours of torrential rain on Thursday, leading Governor Kathy Hochul to declare a state of emergency for New York City.

On Thursday afternoon, heavy rainfall caused flooding on the Clearview Expressway near Northern Boulevard. Emergency responders from the FDNY and the NYPD’s Emergency Services Unit arrived around 2:45 p.m. after receiving reports of people trapped inside vehicles. A semi-truck and three other cars were found submerged.






Authorities confirmed that all occupants escaped safely, but it remains unclear whether they were rescued or managed to get out themselves. Photos shared on social media showed at least two vehicles nearly completely underwater, with water rising to the doors of a stalled 18-wheeler.

The NYPD confirmed that the Clearview Expressway was closed in both directions at Northern Boulevard after the incident.

Governor Declares State of Emergency in New York

Governor Kathy Hochul declared a state of emergency for New York City due to the severe weather. Heavy thunderstorms had moved into the area Thursday afternoon. Weather reports warned of widespread flooding and expected rainfall of up to five inches in some parts of the city.

On X, formerly known as Twitter, Governor Hochul posted, “Heavy rain and potential flooding are expected to affect the evening commute. Employers are encouraged to dismiss employees early.”

She later added, “I am urging all New Yorkers to stay vigilant, stay informed, and use caution. State agencies are on standby and monitoring the situation in real time to ensure public safety.”

Emergency Alerts Issued for New York City Commuters

The Metropolitan Transportation Authority (MTA) posted alerts urging people to plan their trips carefully. They asked commuters to check the MTA or TrainTime apps for service changes. A flood watch was issued across the city.





Mayor Eric Adams also posted a warning on X. “I’ve issued a state of emergency. The Travel Advisory and Flood Watch are in effect until 8 AM. Stay where you are if you can. Don’t drive. Roadways are flooding. If you live in a basement apartment and haven’t yet moved to higher ground, move now.”

Flash Flood Risk Remains as Rain Continues

According to the National Weather Service, between one to three inches of rain were expected. Some locations could see up to five inches. Rainfall rates could reach one to two inches per hour, raising the risk of flash floods across the city.






State agencies were closely watching developments. Emergency crews remained ready to respond to rescue operations as the rain continued into the night.
