US midterm elections 2026: What changes if Republicans or Democrats control the House or Senate?
What happens if Democrats win the House
The House of Representatives is one of the Democrats’ biggest opportunities in 2026. They need a net gain of just three seats to take control, and history is on their side. The president’s party has lost House seats in 37 of the past 41 midterm elections.Across the last five midterms, the president’s party lost an average of 31 seats. With Trump’s approval rating in the mid-30s, Democrats have a strong opening to regain the chamber.
A Democratic-controlled House would shift the balance of power in Washington. Republicans would lose their control of the chamber, making the next two years of governing more difficult for Trump.
Still, most House races are not expected to be close. Election forecasters consider only about 20 contests toss-ups, meaning the outcome in most districts is unlikely to change party hands.
Why is the Senate race tougher to predict
The Senate presents a different challenge. Republicans began the year with several advantages, even though they are defending 22 of the 35 seats on the ballot.21 of those Republican-held seats are in states Trump won in 2024 including 20 where he won by at least 10 percentage points. Democrats, meanwhile, must defend seats in Georgia and Michigan, which Trump carried, along with Minnesota and New Hampshire, where he lost by less than five points.
Retirements by Democratic senators in Illinois, Michigan, Minnesota and New Hampshire initially appeared to give Republicans an added advantage. Open seats can be easier to win than races against sitting senators.
However, Trump’s unpopularity, rising fuel prices and concerns about the cost of living have put several Republican seats at risk. Forecasters rate about five Senate contests as toss-ups.
The Senate has not always followed the same pattern as the House. Democrats gained a Senate seat even as they lost nine seats in the House back in 2022.
A Congress marked by frequent changes
Neither party has maintained lasting control of Congress this century. Since 2000, control of the House has changed hands four times, while Senate control has shifted seven times, including one change caused by a senator switching parties. This very history makes the 2026 vote especially important. A change in control of either chamber could further complicate efforts to build a stable governing majority.
Why do state elections matter too
The midterms will also decide 36 governorships, split evenly between 18 Republican-held and 18 Democratic-held seats. Elections are scheduled in 88 legislative chambers across 46 states. Republicans currently control 57 chambers, while Democrats control 39. Alaska has a coalition government, Minnesota’s House is evenly split, and Nebraska has a single legislative chamber.Democrats hope their national momentum will help them in state races. In 2016 the Republicans had 31 governorships. They also had control of both chambers in 29 states that have two houses. They also had control of Nebraskas legislature. By the end of the 2026 midterms the Democrats might be, in a position to control most of the governorships.
State victories matter because they allow parties to try out ideas and gain experience. This experience can later help shape discussions.
