They are also thinking about giving the subsidies only to people who earn below a certain income level. Seventeen Republicans voted with Democrats to pass the bill. Democrats cheered loudly after the bill was passed in the House. “Democrats are going to make healthcare and the high cost of living the number one issue for all of 2026,” Senate Democratic Leader Chuck Schumer said at a press conference, as per the report by Reuters. Congress allowed tax breaks that helped about 24 million Americans pay for ACA health insurance to expire at the end of 2025. Bringing back the subsidies would lead to 6.2 million more people signing up for ACA health insurance.

The health insurance subsidies were first expanded in 2021 during the COVID-19 pandemic, and no Republicans voted for them at that time. The House vote is seen as a big win for Democrats. Last autumn, Democrats caused a record 43-day government shutdown while trying and failing to extend these subsidies.The House vote is also seen as a setback for House Speaker Mike Johnson. Republican Representative Jason Smith from Missouri said the bill would keep giving subsidies to rich people because it does not set any income limit. Some Democrats said they are open to talks about adding income limits. They said this could be part of a bigger plan to reform the healthcare system. Smith said letting the subsidies expire simply takes the program back to how it worked before it was expanded during the pandemic. “That means 93% of enrollees will still retain very generous subsidies,” Smith said.
