Ibrahim Ali, a manager at the center, told local media that Shirley’s video was reportedly recorded when the business was scheduled to be closed and sign on the door mentions its operating hours are 2 to 10 p.m.

State licensing reviews for centers in June have revealed some administrative violations, but nothing indicating fraud or unoccupied facilities.
