In the premiere episode of Dead City, we see that Maggie finally finds Negan and seeks his help to locate her son Hershel and also defeat Croat.

The Croat looks rather like a gentle old man than a villain. He has held Hershel captive and has all plans to torture him physically, as he questions him about Negan, who is possibly his former mate.
