Lawmakers have reintroduced the Supplemental Security Income Restoration Act, a bill designed to update several key rules in the program that supports roughly 7.4 million people across the country.

Why Lawmakers Say the SSI Program Needs Major Updates

Supporters of the bill say the program has not kept up with modern financial realities. Core parts of SSI have remained largely unchanged since the 1970s, even as the cost of everyday necessities has increased. According to the Roosevelt Institute, poverty rates among SSI recipients are more than double the national rate, reported The Sun. Even at the maximum benefit level, the payments translate to roughly $12,000 per year for individuals and $18,000 for couples.

Proposed Changes to SSI Income Exclusion Limits Explained

One of the biggest changes would increase the general income exclusion, the portion of non-work income that does not reduce SSI benefits. The proposal would raise it from $20 per month to $158, a figure that has remained unchanged since 1974, as per The Sun report.

The earned income exclusion would also increase significantly, rising from $65 per month to $512 per month. Supporters say this would give recipients more flexibility to earn additional income while maintaining their benefits.

How Higher Earned Income Limits Could Benefit SSI Recipients

Another change would raise the resource limits that determine eligibility. Currently, individuals receiving SSI can have no more than $2,000 in resources, while married couples are limited to $3,000. The bill proposes raising those limits to $10,000 for individuals and $20,000 for couples, allowing recipients to maintain some emergency savings. These thresholds would also be adjusted annually based on inflation.

Plan to Remove the SSI Marriage Penalty for Couples

The proposal also targets rules that supporters say discourage financial stability. One major change would eliminate the marriage penalty, meaning couples would receive benefits equal to twice the individual rate.

The bill would also remove penalties that reduce benefits when recipients receive assistance with food or shelter from friends or family.
