This major rebate effort, known as the Income Tax Surplus Rebate, will inject approximately $1.2 billion back into the hands of roughly 2.5 million South Carolinians - about 70% of all tax filers in the state - providing timely financial relief amid ongoing inflation and year-end expenses.
Who qualifies for the refund?
South Carolina residents who filed their 2024 SC1040 returns by April 15, 2025 (or the extended deadline), and had a net state tax liability of at least $100, qualify for this payment. The rebate amount equals 20% of the 2024 state tax liability, capped between $100 to $800 per tax return. This program applies to individual, joint, and head-of-household filers, while excluding non-filers and those with certain outstanding state debts under the GEAR offset program.
When and how will refunds arrive?
Payments will begin rolling out from late November through December, with priority given to those who filed early. Taxpayers who opted for direct deposit on their 2024 returns can expect to receive their refunds fastest—typically within two to three weeks—while paper checks will take longer to arrive. Residents are advised to confirm their mailing addresses on MyDORWAY by November 15 to avoid delays.

Governor Henry McMaster, a strong proponent of the measure, stated, “We trust the people, not the government, to spend their own money.”
South Carolina joins other states including Colorado and Georgia in issuing such tax rebates this year, with analysts projecting that the initiative could contribute to a 0.5% uplift in the state's fourth-quarter GDP.
