SNAP benefits November 2025: A federal judge has ordered the Trump administration to release full Supplemental Nutrition Assistance Program (SNAP) benefits for November by Friday, November 7. The ruling comes after the government initially planned to send only half of the funds to eligible Americans amid the ongoing federal government shutdown, as per a report.

Federal Judge Orders Full SNAP Benefits for November 2025

Judge John J. McConnell Jr. said during a Thursday hearing in the US District Court in Rhode Island, “People have gone without for too long,” as quoted by The Sun. He emphasized that failing to provide full benefits would lead to hunger, overburdened food pantries, and needless suffering, as per the report.

Trump Administration Initially Refused Contingency Funds

The Trump administration had previously refused to use a congressionally authorized $4.65 billion contingency fund to cover November’s benefits until the shutdown ended, as per The Sun report.


Earlier this month, the administration had submitted a court filing indicating it would distribute only 50% of funds, later updating that plan to 65%. Now, following McConnell’s order, the full amount of around $8 billion required for SNAP benefits this month will be exhausted by November 7, as reported by The Sun.

USDA Criticized for Delaying Emergency Payments

McConnell criticized the US Department of Agriculture for not preparing to use emergency funds in time to ensure payments were available on November 1, saying, “USDA did not do so. Even when Nov. 1 came, USDA refused to use the congressionally mandated contingency funds, USDA cannot now cry that it cannot get timely payments to beneficiaries for weeks or months because states are not prepared to make partial payments,” as quoted in the report.

25 States File Lawsuit Demanding SNAP Benefits

The ruling follows a coalition of 25 states filing a lawsuit in Boston seeking full November SNAP benefits, as per the report. New York Attorney General Letitia James, part of that suit, said, “I am relieved that people will get the food they need, but it is outrageous that it took a lawsuit to make the federal government feed its own people,” adding, “A judge in Rhode Island just stopped the federal government from starving millions of Americans," as quoted by The Sun.

How SNAP Helps Millions of Americans Buy Food

Over 41 million Americans rely on SNAP for food each month and benefits are distributed via Electronic Benefits Transfer (EBT) cards, which can be used at grocery stores and farmers markets to buy food like vegetables, meat, dairy, breads, cereals, and snacks, as per the report. SNAP cannot be used for alcohol, cigarettes, hot prepared foods, or cooking utensils, as per The Sun.

Eligible recipients can check their EBT card balances by phone using the toll-free number on the back of their cards, or through official state mobile apps such as ebtEDGE or ConnectEBT, as per the report.
