A solar farm may look like an industrial landscape from a distance. Up close, the ground tells a different story. Beneath rows of panels in Texas, sheep are quietly doing a job that once belonged almost entirely to mowing crews: keeping grass and other vegetation under control.

The scale is no longer small. The American Solar Grazing Association’s 2024 census found about 129,000 acres of solar sites being grazed across the United States, with more than 113,000 sheep working at more than 500 sites. Texas accounted for more than 68,000 acres, making the state the center of the American solar-grazing business.

That makes the sheep more than an unusual sight beneath solar panels. They are becoming part of the infrastructure. And in Texas, the bigger story is not simply that sheep can eat grass. It is that solar development has created a new kind of pasture, where ranchers can earn money from land they do not own while solar companies get a living vegetation-management crew.


Why does a solar farm need sheep in the first place?

Solar panels need sunlight, which means vegetation cannot simply be allowed to grow unchecked around them. Tall grass can shade the lower portions of panels, while dry vegetation can add to wildfire concerns. Traditional mowing can handle the problem, but large utility-scale sites contain thousands of narrow spaces where equipment has to work around posts, wiring and panels.

Sheep solve much of that problem by moving through spaces machinery struggles to reach. They eat the vegetation while leaving the solar equipment alone, and the panels can provide shade during hot periods. Penn State Extension notes that sheep have become a successful and often cost-effective option for maintaining solar sites.

Why not use goats or cattle?

This is where the choice of animal becomes surprisingly practical. Goats are excellent at eating vegetation, but their curiosity creates a problem around electrical infrastructure. Extension guidance says goats are not recommended for solar arrays because they may climb onto panels and have been reported to cause damage through climbing and chewing.

Cattle have almost the opposite problem. They are too large for many conventional solar arrays and cannot reach all of the vegetation beneath lower sections of the panels. Cattle can be used when an array is specifically designed with enough clearance, but that requires a different installation approach.

Sheep fit the middle ground. They are small enough to move beneath typical arrays, naturally suited to grazing grass and less inclined to treat the equipment as something to climb.

What does solar grazing look like in Texas?

One of the clearest examples is in Milam County, where a large SB Energy solar project spans about 4,000 acres and has used roughly 3,000 sheep to manage vegetation. The animals move between long rows of panels, turning thousands of acres of grass into a food source while helping keep the site operational.

The business has grown far beyond a single project. In 2024, Enel North America announced a contract involving more than 6,000 sheep across eight Texas solar plants and more than 10,100 acres. By 2025, Enel described the arrangement as involving more than 13,000 sheep across 12,600 acres.

For ranchers, that changes the economics. Solar companies need vegetation management, and sheep owners need access to forage. A grazing contract can connect those two needs without requiring a rancher to purchase another large parcel of land. American Farmland Trust has highlighted solar grazing as a potential opportunity for farmers and ranchers looking for additional income and continued agricultural use.

Could this help keep Texas land in agriculture?

That question matters because Texas has been losing working agricultural land. Texas A&M research notes major economic benefits from solar development for rural communities, including lease payments, property-tax revenue and investment in local services, while also warning about ecological and land-use concerns.

Solar grazing does not erase those tensions. A solar array is still an industrial installation, and researchers continue to study how soil, vegetation, wildlife and long-term land use change beneath panels. Texas A&M also notes that grazing can help with some vegetation-management challenges but that choosing animals and maintaining uniform vegetation can be difficult at certain sites.

That is why the most interesting part of the Texas sheep boom may not be the animals themselves. It is the possibility of using the same acreage for two purposes at once: producing electricity above ground and producing food, grazing income or other agricultural benefits below it.

The practice is still developing, and researchers and agricultural groups are trying to work out the details. Training programs now cover subjects ranging from stocking rates and forage selection to contracts, fencing, animal management and working with solar companies. A 2024 solar-grazing training program in Texas drew producers already managing thousands of acres and others preparing to enter the business.

The result is an unusual partnership. The solar company does not need a pasture in the traditional sense. The rancher does not necessarily need to own the land. The sheep simply need something to eat, and the solar operator needs the grass kept under control.

For Texas, that may be the real significance of solar grazing. The panels have changed the landscape, but they have not necessarily ended its life as agricultural land. In some places, the future of a working ranch may look less like an open pasture and more like thousands of sheep moving quietly beneath rows of glass and steel.
