In 2018, an extraordinary recycling experiment in Victoria, Australia, turned millions of discarded glass bottles into part of a major piece of road infrastructure. Around 8,000 tonnes of recycled glass—equivalent to roughly 40 million waste glass bottles—were used in the Bulla Road to Power Street section of the Tullamarine Freeway widening project. The figure comes from the Victorian Auditor-General’s Office (VAGO), which documented the initiative in its 2019 Recovering and Reprocessing Resources from Waste audit. Rather than allowing valuable material to become landfill waste, Victoria found a practical way to put recovered glass back into the economy as a construction resource.

The project is a striking example of what a circular economy can look like in practice. Glass bottles are commonly treated as household recycling, but recovered glass can have applications far beyond conventional bottle-to-bottle recycling. When processed to meet appropriate specifications, recycled glass can become an input for infrastructure and construction projects. In this case, Sustainability Victoria reported that its Market Development Strategy for Recovered Resources helped enable the direct use of Victorian recyclables in major projects. The Tullamarine Freeway widening became one of the clearest demonstrations that material once considered waste could instead become part of the infrastructure people use every day.

Victoria’s Wider Waste Problem


The scale becomes even more remarkable when placed against Victoria’s wider waste problem at the time. VAGO reported that Victorians generated nearly 12.9 million tonnes of waste in 2016–17, with metropolitan Melbourne responsible for about 80 per cent of that total. Sustainability Victoria estimated that 67 per cent was recovered for recycling, while the remaining 33 per cent went to landfill. Glass was one of several material streams that could potentially be recovered, alongside paper and cardboard, plastics, metals, tyres, organic waste and construction materials. The freeway project therefore represented more than a single construction application—it illustrated the broader potential of finding reliable markets for recovered materials.

The timing was particularly important because Victoria’s recycling industry was facing major disruption. China’s National Sword policy sharply restricted the import of contaminated recyclable materials, exposing weaknesses in Australia’s reliance on overseas recycling markets. VAGO’s 2019 audit found that the change had contributed to a significant decline in Victorian waste exports and increased pressure on councils and recycling operators. The audit concluded that Victoria needed stronger planning, infrastructure and local markets capable of processing recovered materials. Against that backdrop, using 8,000 tonnes of recycled glass in a freeway project demonstrated one possible answer: create domestic demand for materials that might otherwise accumulate, be exported or end up in landfill.

The glass used in the freeway project was also part of a much broader effort to incorporate recycled resources into Victorian infrastructure. Sustainability Victoria told auditors that nearly 3,972 tonnes of recycled glass and plastic were used for three kilometres of roads across metropolitan Melbourne during 2017 and 2018. Those materials represented approximately 1.2 million waste glass bottles, 3.1 million plastic bags and 71,500 toner cartridges. Recycled concrete was being used on an even larger scale, with about 600,000 tonnes incorporated into portions of Peninsula Link, EastLink and the Dingley arterial road. Together, these examples show how road construction can become a market for recovered materials.

There is an important lesson behind the impressive bottle count, however. Recycling does not simply mean collecting material; recovered resources need dependable buyers, appropriate processing facilities and technical standards that allow them to be safely incorporated into new products. VAGO found that Victoria’s waste system faced significant infrastructure and planning challenges, particularly as international export markets changed. The audit noted that the state needed more local reprocessing capacity to turn recovered materials into products that could be used again. This makes projects such as the Tullamarine Freeway widening significant because they demonstrate the other half of recycling: creating a real market for what households and businesses put into recycling bins.

Australia’s Recycling System

The story also foreshadowed the larger transformation of Australia’s recycling system. In its 2025 Recycling Resources from Waste audit, VAGO noted that Victoria now produces more than 14 million tonnes of waste each year. The report explained that China's restrictions disrupted global recycling markets and that Australia subsequently moved to phase out waste exports through the national Recycling and Waste Reduction framework. Victoria introduced Recycling Victoria: A New Economy in 2020, a 10-year policy designed to reduce waste, increase recycling and transition the state toward a circular economy. These later reforms underline why earlier projects using recycled glass in roads were important experiments in developing domestic markets for recovered resources.

The achievement does not solve every challenge facing Victoria’s waste sector, but it illustrates a crucial principle of sustainable infrastructure: yesterday’s waste can become tomorrow’s construction resource when governments, recyclers and industry create the systems and markets needed to use it. In an era increasingly focused on circular economy solutions, this Australian road project offers a memorable demonstration that recycling can quite literally become part of the road ahead.
