The City of Glasgow contributed $200,000 in cash, while the $1 million zero-interest Rural Economic Development Loan, awarded through Farmers RECC, helped finance the methane capture system. According to USDA Rural Development, the funding substantially reduced the cost of constructing the collection infrastructure. That system also helped the city meet state and federal requirements governing landfill methane management. In this sense, the investment served two purposes at once: it helped address an environmental obligation while creating the infrastructure needed to turn landfill gas into useful energy.


The technology behind the Glasgow project is straightforward in principle but valuable in practice. As waste decomposes, methane accumulates inside the landfill. An extensive collection system draws the gas from the landfill and delivers it to equipment capable of converting its energy into electricity. At Glasgow's landfill-gas-to-electricity facility, the captured methane fuels power generation equipment. The electricity is then distributed by Farmers RECC to its members. Rather than treating methane as an unavoidable byproduct of waste disposal, the project gives the gas an economic purpose while reducing uncontrolled emissions. The environmental benefits extend beyond electricity generation. USDA estimates that the Glasgow facility's annual energy production can offset greenhouse-gas emissions associated with more than 1 million miles driven by an average passenger vehicle. It also equates the potential emissions benefit to avoiding the carbon dioxide emissions from more than 50,000 gallons of gasoline or more than 1,000 barrels of oil. These comparisons help put a small 1-megawatt facility into perspective. The plant is not replacing a major power station, but its ability to recover energy from an existing waste stream means the community gains an energy resource while also addressing methane emissions from the landfill.
