In 2011, the Captain James A. Lovell Federal Health Care Center in North Chicago, Illinois, joined the federal government’s environmental improvement effort with a focus on three major areas: energy, transportation and waste. Three years later, the facility had turned that commitment into a measurable energy-efficiency success story. A major lighting retrofit replacing conventional fluorescent fixtures with more efficient LED technology helped reduce the health care center’s electricity consumption by 15 percent in one year. The U.S. Environmental Protection Agency reported that the initiative was expected to generate $500,000 in savings over 10 years while avoiding an estimated 7.4 million pounds of carbon dioxide emissions.

The achievement is especially notable because Lovell FHCC is not a small office building. The facility operates across a 120-acre campus containing a full hospital, residences and a power plant. It serves sailors associated with Naval Station Great Lakes as well as veterans from northern Illinois and southern Wisconsin. Keeping a complex medical campus operating around the clock requires substantial energy, making lighting an important opportunity for efficiency improvements. The facility’s Green Environmental Management Systems Committee recognized that reducing electricity demand could complement its earlier sustainability work and make environmental responsibility part of everyday operations.

The Federal Green Challenge provided an important framework for that effort. As part of the EPA’s Sustainable Materials Management Program, the initiative encouraged federal facilities to reduce their environmental footprint and lead by example. Lovell FHCC had already been working on transportation efficiency and waste diversion when its sustainability team turned attention toward building energy use. Lighting became a practical starting point because fluorescent fixtures were widespread throughout the campus and could be replaced with LED bulbs that use less electricity and offer longer service life. The lighting improvements ultimately helped the health care center earn recognition from the Federal Green Challenge for its overall environmental achievement.


One of the most interesting aspects of the project was how Lovell FHCC managed its costs. Purchasing and installing all the new LED bulbs at once would have presented a significant budget challenge. The facility therefore obtained project funding through a Department of Veterans Affairs set-aside and looked for ways to keep installation expenses under control. Instead of relying entirely on an outside contractor, in-house employees installed the LEDs. LEDs therefore offered more than an environmental benefit: they also created an opportunity to reduce recurring operating expenses at a large federal health care facility.

The carbon impact added another dimension to the project. EPA reported that the 15 percent electricity-use reduction saved an estimated 7.4 million pounds of CO2 emissions. Reducing electricity consumption can lower the emissions associated with energy production, particularly when electricity generation relies on fossil fuels. For a facility operating hundreds of thousands of square feet across a large campus, even relatively ordinary lighting decisions can therefore produce significant cumulative environmental benefits. The project illustrates why energy efficiency is often viewed as one of the most direct ways for large institutions to reduce both operating costs and their environmental footprint.

Lovell FHCC did not stop with the initial LED installation. Employees reported positive reactions to the quality of the new lighting, while the facility began considering additional LED replacements in areas where traditional lighting had generated complaints. Officials also looked toward technologies such as occupancy sensors and dimmers that could further reduce unnecessary energy use. Meanwhile, the campus operated a combined heat and power plant that reused heat generated during electricity production for space heating, water heating and other needs. In 2012, improved steam utilization and heat recovery, combined with favorable conditions, enabled the facility to sell approximately three million kilowatt-hours of excess electricity back to its local utility.
