The United States’ push toward sustainable electronics purchasing has produced a remarkable long-term result. In July 2011, the White House Council on Environmental Quality (CEQ), the U.S. Environmental Protection Agency (EPA) and the General Services Administration (GSA) helped launch the National Strategy for Electronics Stewardship, a federal effort designed to make the entire electronics life cycle more responsible—from product design and purchasing to reuse, recycling and disposal. Fifteen years later, the broader impact of environmentally preferable electronics purchasing is reflected in a striking figure: procurement professionals have reported purchases of 2.4 billion EPEAT-registered products, generating an estimated $24.6 billion in cost savings and reducing greenhouse gas emissions by 286 million metric tons.

The 2011 strategy emerged at a time when computers, monitors, printers, mobile devices and other electronics were becoming increasingly important to government operations and everyday life. The financial numbers are particularly significant because they show that environmental responsibility and economic efficiency do not necessarily conflict. According to FedCenter, procurement professionals have reported purchasing 2.4 billion EPEAT products since the program launched in 2006, with associated cost savings reaching $24.6 billion.

That works out to roughly $10 in reported savings per EPEAT product, although the figure should be understood as an aggregate estimate rather than a guaranteed saving on every individual device. The broader lesson is that sustainable purchasing can deliver financial value when organizations consider factors such as energy consumption, product longevity and resource efficiency rather than focusing exclusively on the initial purchase price.

The environmental implications are equally important. FedCenter reports that EPEAT purchases have been associated with a reduction of approximately 286 million metric tons of greenhouse gas emissions. Electronics have environmental impacts that extend beyond the electricity they consume while operating. Manufacturing requires raw materials, energy and complex global supply chains, while outdated devices eventually become waste.

Choosing products designed with sustainability considerations can therefore address multiple stages of a product’s life. The federal strategy similarly emphasized responsible design, purchasing, use, reuse and recycling, reflecting the idea that electronics stewardship should encompass the complete life cycle rather than focusing only on what happens after a device stops working.

EPA’s Federal Electronics Challenge, which operated from 2005 through 2013, encouraged federal facilities to purchase greener electronics, reduce environmental impacts during use and manage used equipment responsibly.

EPA’s 2011 accomplishments report showed that participating facilities purchased or leased EPEAT-registered computers, laptops and monitors at a rate of 95 percent among reported eligible equipment. It also found that 39 percent of electronics taken out of service were reused and 56 percent were recycled, while more than nine in ten reporting partners using recyclers relied on certified recyclers or recyclers they had audited. These results illustrate how procurement policies can be paired with operational and disposal practices.
