What was once farmland in Florida has become a striking example of how coastal habitat restoration can benefit wildlife, communities and local economies at the same time. In 2003, Manatee County acquired 482 acres of farmland that had been slated for development and began transforming the property into what would become Robinson Preserve. Five years later, the first phase of restoration was completed and the preserve opened to the public. Today, the broader 700-acre coastal preserve supports wetlands, mangroves, recreational trails and important fish habitat. A recent NOAA Fisheries-supported economic analysis found that the restoration generated $32.7 million in total economic activity and supported 239 jobs, showing that restoring nature can create economic value well beyond environmental benefits.

The story of Robinson Preserve begins with a decision to protect land rather than allow continued development. The original 482-acre property was agricultural land, but Manatee County recognized an opportunity to restore coastal habitat and preserve the site for public use. Restoration work included removing invasive species, planting native vegetation and rebuilding wetland environments. NOAA Fisheries supported the effort through its Community-based Restoration Program, working alongside local and regional partners. The first restoration phase was completed in 2008, when the area opened to visitors. What followed demonstrates the long-term value of conservation: the restored landscape became not only habitat for wildlife but also a destination for people seeking outdoor recreation and connection with nature.

The transformation did not stop with the original property. An additional land donation later expanded Robinson Preserve by 150 acres, creating opportunities for a second major restoration effort. With funding from the RESTORE Council, NOAA’s Office of Habitat Conservation and other partners restored nearly 135 acres of coastal habitat, including shellfish habitat, seagrass, mangroves, and salt- and freshwater wetlands. The work was part of NOAA’s Connecting Coastal Waters initiative, which supports Gulf Coast wetland restoration under the RESTORE Act following the 2010 Deepwater Horizon oil spill. By rebuilding multiple interconnected habitat types, the project sought to make the preserve function more like a healthy coastal ecosystem rather than simply creating an attractive recreational landscape.

One of the most important goals of the restoration was improving conditions for Florida sport fish, particularly common snook and tarpon. Coastal wetlands and mangrove systems provide valuable nursery areas where young fish can find food and shelter. Researchers found substantial numbers of juvenile sport fish, including snook, sheepshead and red drum, using the restored wetlands. Monitoring also indicated that snook in Robinson Preserve were growing as fast as, or faster than, fish in other restored or natural habitats in the region. Tagged snook were observed leaving the preserve during the summer spawning season and returning later, suggesting that the restored nursery habitat was contributing to the wider Tampa Bay fish population.

The ecological gains have been accompanied by a significant economic impact from habitat restoration. NOAA’s 2026 analysis found that the Robinson Preserve project supported 239 jobs, generated $12.7 million in income for workers and produced $32.7 million in total economic activity. The analysis also found that outdoor recreation at the preserve continues to support an additional 25 jobs and more than $3 million in economic activity annually. Overall, the restoration supported about 16 jobs for every $1 million invested. These figures highlight why conservation projects increasingly are evaluated not only through environmental outcomes but also through their ability to generate employment, visitor spending and economic activity in surrounding communities.

Success of Robinson Preserve

Public access is another important part of Robinson Preserve’s success. The site now attracts approximately 240,000 visitors each year, including residents and tourists. Walking and biking trails are among the major attractions, while kayaking, birdwatching and fishing also draw visitors. The preserve includes wetlands, mangrove forests, trails and wildlife observation areas, giving people opportunities to experience a restored coastal ecosystem firsthand. NOAA researchers emphasized that these recreational benefits continue after construction and restoration crews leave the site. Visitors spend money in local communities, while the preserve provides opportunities for exercise, outdoor education and nature-based recreation. In that sense, the project demonstrates how environmental restoration can produce benefits that continue for years after the initial investment.
