Curitiba did not build this system overnight or rely on one recycling campaign. The city spent decades developing ways to collect waste from neighborhoods that traditional garbage trucks could not easily reach. Its answer was partly logistical, but also economic. Give residents a useful reason to separate and transport recyclables, and participation becomes easier to sustain.
That thinking has spread into other parts of Latin America. Belo Horizonte has worked with organized waste pickers who recover valuable materials from the waste stream. Bogotá has gone another direction, capturing methane from its landfill and converting biogas into electricity. Together, these examples offer a different way to think about Latin America waste management.
Why did Curitiba start exchanging trash for food?
Curitiba's Câmbio Verde program is built around a straightforward exchange. Residents bring recyclable materials to scheduled collection points, where four kilograms of recyclables can be exchanged for one kilogram of fruits and vegetables. Four liters of used cooking oil can also be exchanged for one kilogram of produce.The program connects waste collection with food access and local agriculture. The city says collected materials are sent to recycling associations involved in its Ecocidadão program. Those groups separate and sell materials that can return to manufacturing. That means the same transaction can support cleaner neighborhoods, recycling workers and food distribution.
The scale is larger than the original program described decades ago. In 2024, Câmbio Verde collected 2,496 tons of recyclable material and 16,077 liters of used cooking oil. The program distributed 738 tons of fruits and vegetables and served 54,024 families, according to Curitiba's municipal government.
What problem was Curitiba actually trying to solve?
The challenge was never simply convincing people to recycle. Some communities were difficult for conventional collection vehicles to reach, particularly where streets were narrow or poorly paved. A system dependent entirely on large trucks could therefore leave gaps in waste collection. Curitiba's collection points gave residents another route into the city's recycling network.The idea matters because waste infrastructure does not work equally well everywhere. A truck can follow a planned route, but neighborhoods still have different streets, buildings and access problems. Community collection points can sometimes bridge that gap. The incentive adds another reason for residents to bring material forward instead of leaving it on the street.
Curitiba now operates Câmbio Verde at more than 100 points around the city. The program runs on scheduled days, allowing residents to plan when they will bring recyclable materials.
Can garbage also become a source of jobs?
Belo Horizonte offers another important piece of the story. The Brazilian city has developed partnerships with cooperatives and organizations of waste pickers, helping bring their work into a more organized recycling system. These workers recover paper, cardboard, plastics, metals and other materials that still have economic value.The approach recognizes something often missed in discussions about municipal waste. Recycling does not begin and end with a curbside bin. People sort, collect, transport and sell materials after they leave homes and businesses. Giving those workers a place within the formal system can make recycling more organized while supporting livelihoods.
This does not mean every waste-picker program automatically solves poverty or creates stable incomes. Working conditions, material prices and access to markets still matter. The broader lesson is that waste policy can affect workers as much as it affects landfills.
How does Bogotá turn landfill gas into electricity?
Bogotá's Doña Juana landfill shows what happens when cities look at another part of the waste problem. Organic material buried in landfills produces biogas as it decomposes. That gas contains methane, which can contribute significantly to climate warming when released into the atmosphere.At Doña Juana, collection systems capture the gas and send it for treatment before it is used in generators. The city reported that the facility produced more than 14 million kilowatt-hours of electricity during 2025. That was enough to supply electricity equivalent to more than 8,000 homes, according to Bogotá officials.
The project also reported avoiding about 560,000 tons of carbon dioxide emissions during that year. The electricity is not coming from some mysterious property of garbage itself. It comes from capturing a gas produced naturally as buried organic waste breaks down, then using that gas as fuel.
What could American cities learn from these programs?
The United States already has sophisticated garbage collection, recycling and landfill-gas systems. So the lesson from Latin America is not that American cities need to copy Curitiba or Bogotá exactly. The more useful idea is to consider whether different neighborhoods require different solutions.A curbside recycling program may work well in one community. Another may need neighborhood collection points, incentives or stronger partnerships with local recycling workers. The right system depends on geography, infrastructure and the people expected to use it.
That is what makes these programs worth watching. Curitiba turns recyclables into food, Belo Horizonte connects recovery work with livelihoods, and Bogotá turns landfill gas into electricity. None makes garbage disappear, but each finds value in something cities once treated mainly as a burden.
For Americans, that may be the most practical lesson. Better waste management is not always about building a bigger landfill or sending more trucks down more streets. Sometimes the smarter move is finding a reason for valuable material to stop being treated as trash in the first place.
