Big changes are coming to Pell Grants starting in the 2026-27 school year because of the "One Big, Beautiful Bill." The changes will start on July 1, 2026, and FAFSA for 2026-27 already shows these updates. A new Workforce Pell Grant program will give money to students in short certificate or licensing programs at trade schools. Before, Pell Grants were only for programs that lasted 15 weeks or more, but now programs that last 8–15 weeks are eligible.

Jobs like nursing assistants, IT support, or HVAC technicians can now be studied with Pell Grant help. The Department of Education will hold hearings to finalize the rules for this new program, but some experts worry it may start too late for fall 2026, as reported by Investopedia.

Pell Grant changes 2026

Students who get full scholarships that cover all tuition may not get Pell Grants anymore. Full-ride students could sometimes still get Pell Grants if scholarships don’t cover other costs like housing, food, or fees, says Brynne Conroy, personal finance author via Investopedia. Families who earn money outside the U.S. must now include it in their income on FAFSA. Counting foreign income will reduce Pell Grant amounts for some families or stop them from getting it at all.


Student Aid Index rules

The Student Aid Index (SAI) rule is stricter. Families with high SAI will not get Pell Grants anymore. From July 1, 2026, families with SAI equal to or above $14,790 will not be eligible. Families with small businesses (100 or fewer employees), family farms, or commercial fishing businesses do not have to include their net worth for SAI calculations. This means lower SAI for these families, which usually leads to more Pell Grant money.

The new rules may also increase other federal aid for these families. Some students will get more Pell Grant money, while others may get less, as noted by Investopedia. Families who lose aid can try state grants or local scholarships to cover the gap.
