NFL rules change proposals 2023: Here’s everything you need to know

The NFL Competition Committee expanded on the proposals offered by the franchises in a number of ways.

Teams are permitted to propose modifications and changes to the NFL's rulebook each year. Some of them are of a minor variety, and not all of them are adopted.

Fans are still interested in proposals to change the rules, though. Some of them alter the fundamental nature of how the game is played, and in recent seasons there has been a noticeable emphasis on officiating and rules that enhance the fan experience.

It seems like there is a controversial roughing the passer penalty called every week in the NFL. These decisions, like the one against Grady Jarrett in a Falcons vs. Buccaneers game in 2022, have frequently changed the course of games in ways that many fans find objectionable. For this reason, the Rams have suggested a regulation that would submit calls for roughing the quarterback to review.

The Eagles have long advocated for the addition of an onside-kick substitute. They had previously suggested enabling teams to try a fourth-and-15 in an effort to hold onto possession, but this year they have adopted a somewhat different strategy.

The number of regulations in the NFL were updated a few seasons ago. Single-digit jerseys are now frequently worn by players on both sides of the ball, but one is still not available. The No. 0 jersey would be that. The Eagles are urging the NFL to allow that, even though it is currently not permitted at the professional level.

Chargers: After an instant replay reversal, adjust the play clock in accordance with other time regulations.

Lions: Give clubs more chances to participate in a third challenge.

Lions: Increase the replay official's scope of authority to permit consultation on penalty determination.

Texans: Increase the area of responsibility for the replay official to enable evaluation of unsuccessful fourth-down efforts.

Jets: To extend the crackback ban to players who move outside of the center and block (or "split-flow block") a defender below the waist while they are in motion.
