A University of Delaware undergraduate has been arrested after allegedly planning an attack on the campus police department, authorities said. Police discovered weapons, tactical gear, and a notebook outlining “premeditated assault plans” and diagrams of the police department during a traffic stop.
Luqmaan Khan, 25, was confronted by police around midnight while sitting in a pickup truck in Canby Park after hours. Officers said he refused to exit the vehicle and resisted arrest, prompting a search that uncovered weapons, body armor, and other tactical equipment.
The Department of Justice reported that Khan’s notebook contained detailed plans for an attack, including strategies for using firearms and avoiding law enforcement detection. The notebook also referenced a member of the University of Delaware Police Department by name and included diagrams showing entry and exit points from the department building.
"In the handwritten notebook, Khan discussed additional weapons and firearms, how they could be used in an attack, and how law enforcement detection could be avoided once an attack was carried out," the Department of Justice said in a release.
Khan was taken to New Castle County Police headquarters and charged with multiple felony weapons offenses, including Possession of a Large Capacity Magazine and Carrying a Concealed Deadly Weapon. He was arraigned on $107,200 cash bail and transferred to the FBI for additional charges. The Wilmington Resident Agency of the FBI’s Baltimore Division is leading the investigation.
