What happened is that the defending champion Luigi de Guzman had a 4-game streak and chose the Cons category for the clue. The clue was a painting and required the contestants to guess the artist. Guzman answered, saying, "What is Constant?" Jennings asked for clarification and said, "Say it again," which prompted Guzman to say, "Sorry, who is Constable?" Jennings then gave the money to Guzman for the right answer. Contestants can amend the answers in Jeopardy! If the judges haven't ruled the answer incorrect, the timer hasn't run out. However, it is unusual for Jennings to prompt as Trebek asked contestants to be specific when judges required particular answers.
