Imagine a water body being deemed as "biologically dead." A 2021 USACE report says that was not hyperbole, but in 1969, the Buffalo River was actually given that label after decades of industrial dumping. Adjacent to it, Unity Island was for most of the 20th century the literal garbage dump of the city, and the North Pond was a stagnant, dead-end pool for many years, cut off from the Niagara River by a stone dike. It is one of the less-discussed chapters of American environmental history: the long, unglamorous period of industrial contamination that preceded any cleanup.

Turning sludge into shoreline

The eventual fix did not require a large-scale technological breakthrough. It came down to reusing mud that would otherwise have been discarded. Literally. In 2011, the USACE report states that dredging of the Buffalo River was begun by the Corps and the EPA and by the community to remove more than a million cubic yards of contaminated sediment. That legacy cleanup is a separate, much larger undertaking from the Unity Island project described below: it dealt with contaminated material removed from the riverbed itself. Not all sediment pulled from the river is toxic, though. In the years afterward, routine dredging of the river's federal navigation channel: ordinary maintenance work, unrelated to the earlier contamination, kept generating sediment that state and federal regulators certified as clean and safe to reuse.

It was that certified-clean, separately accumulated material, 56,000 cubic yards of it, that USACE barged down the Black Rock Canal in 2018 and placed directly into Unity Island's dead North Pond, reshaping its depths to suit rooting wetland plants, then reopening the dike to let the Niagara River flow back in. It's the environmental equivalent of composting kitchen waste instead of sending it to a landfill, just at a larger scale, and for the benefit of an ecosystem rather than a garden.

The numbers actually check out

This is typically the place where "restoration" tales get soft and nostalgic. This one has receipts. Construction placed the sediment in 2018, and USACE tracked the site's recovery in the years that followed. By 2020, native aquatic plants had taken hold, covering 54.6% of the project area, surpassing the project's own 50% target, and establishing roughly 35,000 square feet of self-sustaining vegetation. A year later, a September 2021 monitoring survey found that the site's score on the Lake Erie/Lacustuary Qualitative Habitat Evaluation Index had risen 128.8% from its pre-project baseline.

Fishing surveys between 2017 and 2019 using gillnets, minnow traps, and electrofishing revealed that species richness and abundance had increased by approximately 100% since the previous surveys, and that 24 species were captured, including muskellunge and northern pike, both of which are good indicators of good habitat. That's not a coincidence. In a 2002 peer-reviewed paper titled “Beneficial use of dredged material to enhance the restoration trajectories of formerly diked lands,” published in the journal Ecological Engineering, researchers reported that strategically dredged material can make a positive impact on the rate of the return of a degraded marsh to an effective ecosystem (which is what Buffalo just experienced in real time).

Why should this matter

The bad news: the U.S. EPA estimates that since the 1600s, more than 50% of wetlands in the lower 48 states have been drained and paved. Often these ecosystems were lost by design: they've been given up for farmland, parking lots, and suburbs. Unity Island is no victor over that story; it's a rounding error. Ten acres were reconnected in one pond, 56,000 cubic yards. What makes the project notable isn't its size; it's that the approach worked well enough to be repeated. The results were so promising that the Corps is moving ahead with upscaling to a 285,000-cubic-yard wetland at Buffalo's Outer Harbor and a 400,000-cubic-yard project in Ashtabula, Ohio, both drawing on the same 2021 monitoring findings from Unity Island.

In a generation where we've seen climate doom-scrolling, Unity Island is a rare (and non-performative) victory: engineers moving dirt intelligently, rather than dumping in open water. It will not stop the loss of wetlands over the past 100 years. It's just a reminder, though, that "waste" and "resource" are sometimes simply a matter of where you put the shovel.
