Forty feet down, four miles out from Miami Beach, is a graveyard in the form of a lost city. It features stone lions, iron gates, and a great stairway that leads nowhere. No headstones, no flowers, and certainly no head-keepers mowing anything. Its concrete columns, however, are mixed with the cremated remains of hundreds of people who chose this reef, rather than a conventional burial, as their final resting place. This is the Neptune Memorial Reef.

A 2022 NOAA-led study, at the time of writing, still the most recent nationwide assessment of its kind, found that scientists from NOAA's Atlantic Oceanographic and Meteorological Laboratory and the University of Miami had documented net decline at roughly 70 percent of Florida's coral reef sites, driven by disease, bleaching, and storms. Now, the only living reef tract in the continental United States is eroding in real time, in Florida. When a private cemetery project goes largely unpublicized to become one of the world's largest man-made reefs, then it is fair to ask what this really says about us, and about the ocean that we never bother to protect via official means?

From a costume of Atlantis to a stroke of conservation


It started in the mid-2000s as a work of art and an idea to dive at a place where it was believed to be the Lost City of Atlantis. The cremation angle was added on when the business of creating underwater sculpture on a grand scale didn't work out. The Neptune Society opened the site about 3.25 miles off Key Biscayne, and it has been growing since 2007. The reef's Wikipedia page says that today it's slowly making its way to its intended size of 16 acres, and eventually will have room for tens of thousands of memorials and cremated remains that will be placed into specially formulated, pH-balanced concrete to provide something to which the coral larvae can cling.

And the grip they have. Cemetery Travel's on-site reporting includes more than a dozen species of coral that have settled on the structures, as well as schools of parrotfish and snapper, sponges, and spiny lobsters. The concrete's marine-friendly design was deliberate, engineers specifically formulated it to be hospitable to coral settlement. What wasn't planned to this extent was just how much marine life would actually move in, or how quickly: there's little else like an empty, textured concrete surface in warm, current-swept Atlantic waters for coral larvae to settle on, especially with so much of their native habitat nearby in decline.

Now this is not just a quirky travel headline. A separate, 2024 survey by the National Funeral Directors Association, the most recent edition of its annual Consumer Awareness and Preferences Study, found that 68 percent of respondents were interested in green or natural burial options, a share that has been climbing, especially among younger respondents. The "burial" that includes embalming fluid, a hardwood casket, and a concrete vault does have a real environmental impact. A memorial reef does not work like that: it is more of a place where your remains become a tangible part of a dying ecosystem rather than a landlocked box.

NOAA's own restoration effort, Mission: Iconic Reefs, is therefore not a cemetery, but is outplanting tens of thousands of coral fragments at seven reef sites, and it has real money and real marine biologists behind it. Neptune Reef is a byproduct and not a solution, and the coral's contribution is very small compared to the damage to the Florida Reef Tract since the 1970s.

So, is it worth it?

What makes the Neptune Memorial Reef worth paying attention to isn't that it solves Florida's coral crisis; it plainly doesn't. The pH-balanced concrete was engineered from the start to be a substrate coral could colonize, so the reef's biological success isn't accidental. What wasn't part of the original design brief was the reef's second life as a conservation talking point: the site was built to be a cemetery with an artistic theme, and only afterward did it become a case study in what happens when human burial ritual and ecological need happen to point in the same direction. For people uninterested in a conventional embalmed burial, it offers a more literal alternative: becoming part of the reef itself. Whether that reads as poetic or as an odd novelty will depend on the reader, but by most measures, it is a more ecologically productive use of a body than a standard cemetery plot.
