A road built from bottles and jars
The project widened Antilley Road from two lanes to five lanes with a turn lane. The construction team used 12 inches of crushed limestone mixed with glass cullet, compacted it into a flexible base, and then laid 1.5 inches of hot-mix asphalt on top. It was done following draft specifications made by Texas Tech University for the state, according to which glass could be used in a flexible road base, provided that its quantity remained below a certain limit by weight, the same TxDOT packet explains.
Where the glass came from, and how it was tested
Abilene collected 240 tons of glass for the project over one year. Not all of it went into the Antilley Road test segments. The two experimental sections used roughly 150 tons combined, with the surplus collected as part of the city's broader glass-recycling push before the project's own crusher was purchased. Of that total amount, 75 percent came from a local salvage company called Pine Street Salvage. The remaining 25 percent came from Dyess Air Force Base outside the city. TxDOT personnel transported the salvage-company glass to Dyess, where base equipment crushed all of the collected material, both the Pine Street Salvage glass and Dyess's own, into cullet. The TxDOT packet notes the process took about 120 hours and cost $9 per ton. According to the TxDOT packet, this figure is in line with the average cost range of $7 to $12 per ton in the industry. The test itself was carried out in two parts, each 750 feet long and 12 feet wide. The eastern segment was paved using base containing 10 percent glass cullet. The western segment was paved using base with 15 percent glass cullet. Both segments were run simultaneously to compare the performance of the two blends.

It is not merely a convenient way to get rid of bottles; research supports it as sound engineering. A multistate industry study titled "Using Recovered Glass as Construction Aggregate Feedstock," published in Transportation Research Record by C. J. Shin and Victoria Sonntag, examined the properties of cullet in terms of strength, safety, and durability compared to those of natural aggregate. The study points out that after proper compaction, cullet becomes rigid and strong, with shear strength similar to that of natural aggregate. In addition, compaction curves flatten as the glass content rises, helping the base maintain a more stable density even when moisture changes. The same research tracked cullet through 1,000 repeated stress cycles meant to mimic traffic loading and found no meaningful breakdown, matching the performance of crushed rock.
A wider push across Texas
The Abilene cullet project grew out of a broader state-supported research initiative. The College of Engineering of Texas Tech University conducted a phased research project titled “Use of Glass Cullet in Roadway Construction” for TxDOT. Under the guidance of Phillip T. Nash and his colleagues, the study reviewed glass sources and suppliers nationwide and identified where cullet could replace gravel. TxDOT’s own materials briefing suggests the waste challenge that prompted the need for this change stems from this fact: in the mid-1990s, waste glass comprised approximately 7 percent of the 200 million tons of municipal solid waste that the United States produced on an annual basis, and 10 million tons of glass were sent to landfill each year. By 1997, the Glass Packaging Institute reported that 35 percent of glass containers purchased in the United States were recycled. Texas alone had collected 100,000 tons of glass per year, less than one-tenth of what could have been collected.
What happened after the trial
The Antilley Road project became a small but meaningful success story. Because the City of Abilene was satisfied with the outcome, it purchased its own glass recycling machine, according to the TxDOT packet. They began recycling glass from their own drop-off centers and nearby areas, and instead of sending it to landfills, they reused it in road construction. It might be easy to forget about a road base, and few people ever look down and wonder what keeps the asphalt up, but under a stretch of Antilley Road, there’s a reminder that a broken bottle doesn’t necessarily mean trash. With the right process, it can become part of the roads people drive on every day.
