Qatar has come under scathing words from human rights organisations for handling migrant labour. Despite labour changes in 2014, widespread abuses like withholding wages and charging employees to move jobs remained prevalent.

The Qatari administration refuted claims that labourers are being detained and exploited and argued that its labour system was still under development.

According to calculations made by "The Guardian" based on government data, at least 6,500 migrant labourers, many of whom were engaged in World Cup-related activities, have perished in Qatar since it was awarded the right to host the event.

Ahead of the World Cup, the football organisations of ten European nations—among them England and Germany—wrote an open letter to FIFA urging the global governing body to take action to advance the interests of migrant workers in Qatar.

At a meeting with FIFA earlier this month, a group of 11 European football clubs claimed that the world governing body had sponsored the construction of a permanent Doha ILO office to counsel and assist migrant workers.
