Philadelphia has thousands of aging row houses, and many of them have been reported to lose heat through frayed roofs, gaps and cracks, and out-of-date furnaces. To address this issue, a local government program, EnergyFIT Philly, took on the challenge of insulating neighborhoods block by block rather than home by home from 2015 to 2018. During that time, the American Council for an Energy-Efficient Economy (ACEEE) report found that over 70 low-income homes improved, saving each family between $500 and $3,500 a year in energy costs.

Why this program targeted entire blocks, not single houses

Most home energy assistance programs operate on a household-by-household basis. EnergyFIT Philly took a different approach: the Energy Coordinating Agency, which administered the programs, partnered with local groups in the Strawberry Mansion and Hunting Park areas and held a contest in which entire city blocks could apply. A selection committee reportedly chose winning blocks based on the overall condition of the homes on the block, including the percentage of owner-occupied, low-income households and the turnout of residents willing to participate. This approach was designed to work around homes that could not easily qualify for individual weatherization assistance. By focusing on entire blocks, contractors could organize crews more efficiently and build community support for the project.


What actually got fixed inside these homes

Before any upgrades, crews inspected the homes. The crews then performed a Building Performance Institute (BPI) energy audit and healthy homes inspection. The contractors sealed the air leaks, installed insulation, and serviced or replaced heating systems. They also converted old oil furnaces to new, energy-efficient gas units, sealed ducts, and covered roofs with a white reflective material. Some homes got new programmable thermostats and training on how to use them. The contractors did more than improve the homes cosmetically. Many of these row houses needed substantial repairs, and the work helped improve safety while conserving energy.

How much residents actually saved

Participating households cut their electricity bills by an average of 35.5 percent and their natural gas bills by 22 percent, resulting in annual energy savings worth $500 to $3,500 per household (depending on the house size and its initial condition). That can be a meaningful amount for many low-income families, but savings vary from home to home. A rowhouse with a rotting roof and an ancient heating system would likely benefit more from insulation upgrades than the well-maintained home next door.

Why a white roof makes that much difference

The white roof coating also serves a practical purpose. According to the U.S. Environmental Protection Agency's Cool Roof Guide, roofs with high solar reflectance can be significantly cooler than traditional dark roofing during the hottest summer days. That can reduce heat gain, which may lower air-conditioning use and cooling costs during Philadelphia's hot, humid summers. For renters and homeowners in similar older housing stock across the US, it is a relatively inexpensive upgrade that does not require replacing the entire roof, only the surface material.

The health improvements nobody expected

Energy savings were not the only result of the ACEEE case study; it notes that participating households saw improvements in indoor air quality and relative air humidity. The case study connects these improvements to reduced exposure to the damp indoor conditions caused by air leaks and structural issues, though it does not report a measured drop in chronic disease among residents.

What this means outside Philadelphia

The EnergyFIT Philly program was discontinued after three years, and the approach is not unique to the city. Across the United States, the U.S. Department of Energy runs the Weatherization Assistance Program, which offers similar aid to American citizens. Since 1976, the initiative has provided energy-efficient upgrades to more than 7.2 million households that qualify based on income, generally below 200 percent of the federal poverty level.

The bigger lesson for renters and homeowners alike

EnergyFIT Philly suggests that the biggest savings can come from addressing the fundamentals: sealing leaks, upgrading heating systems, and using reflective roofing materials. It does not require advanced technology. It requires money, organization, and a commitment to maintaining older housing stock rather than replacing it. That's a valuable lesson for an era when housing costs and energy costs are climbing together, and you may not have a program like this in your own city yet.
