China denies key technology exports to Russia, production of missile and engine components affected

According to the Russian industrial outlet MashTekh and industry participants cited by Newsweek, some Chinese suppliers now require special export licences for equipment previously obtainable without one and, in practice, are making it far harder for Russian buyers to obtain machines capable of 3–4 micron accuracy — a precision level that owners of Russian machine-tool firms say is important for certain high-precision defence components.
Ildar Nuriev, owner of the Russian machine-tool company Tatpromstan, told MashTekh: "The PRC has restricted the supply of high-tech equipment, although this is rarely discussed publicly. If before it was possible to obtain machines with an accuracy of 3 to 4 microns, now it’s no longer possible. You have to obtain a special export license."
Chinese customs data show a sharp pullback in trade with Russia: China’s exports to Russia fell 16.4% year-on-year in August 2025 — about twice July’s decline — and total bilateral trade for the first eight months of 2025 was roughly $145 billion, down nearly 9% year-on-year, according to Reuters’ readout of Chinese customs figures.
Separate analysis cited by Newsweek indicates China reduced purchases of several Russian raw materials in early 2025, with oil imports down about 11% and liquefied natural gas down about 13% for the January–May period — changes that underline a broader cooling in some trade flows between the two countries.
Some commentators on social platforms have interpreted the commercial shift as pragmatic re-calibration by Beijing rather than an ideological rupture. For example, a user on X wrote: "China's move is pragmatic, not ideological – it is protecting its own interests while isolating russia. The "unlimited partnership" is turning out to be limited, and this could tip the Ukraine war in the long run."
Nuriev also told MashTekh: "In two years, it became clear to me that you can be friends with everyone, but you need to count on yourself."
There has been no public confirmation from either the Chinese or Russian governments expressly announcing a formal policy to deny specific machine-tool exports to Russia; the reporting rests on industry sources, Russian trade-tech outlets and customs data. How long the practical curbs last — and the extent to which they will affect Russia’s military production — remains uncertain.
