The federal government shutdown has halted CalFresh benefits for approximately 5.5 million California residents, effective November 1, 2024. The US Department of Agriculture confirmed it cannot issue SNAP payments for November due to the funding lapse, now entering its 30th day.

"The money's gone," a USDA spokesperson stated in a memo last week. "We simply can't issue payments on November 1."

October benefits were distributed as scheduled because funding was already allocated. However, the USDA confirmed it will not tap contingency funds or reallocate resources to maintain November payments. The suspension affects 42 million Americans nationwide who rely on SNAP benefits.

Congressional impasse blocks CalFresh funding

The shutdown began October 1 after Congress failed to pass a stopgap spending bill. Republicans are seeking reductions to social programs and stricter border policies, while Democrats oppose cuts without full program funding. After 13 failed Senate votes, negotiations remain deadlocked.

The Congressional Budget Office estimates the shutdown has cost the US economy more than $14 billion in lost GDP. Some analysts project the impasse could extend past the midterms.

California cannot provide temporary funding because CalFresh operates as a 100% federally funded program. The USDA has warned it will not reimburse states that attempt to advance payments independently.

California lawsuit and emergency response

California joined 25 other states in filing a lawsuit against the federal government, alleging unlawful withholding of appropriated funds. Governor Gavin Newsom announced $80 million in emergency state aid for food banks and deployed the National Guard to assist with meal distribution starting this week.

"This is cruel and entirely avoidable," Newsom stated on social media.

CalFresh benefits will resume retroactively

November CalFresh payments will load retroactively once the government reopens, potentially within days of a funding resolution. Any remaining October balance on EBT cards remains accessible. School meal programs, Medi-Cal, and CalWORKs continue operating without interruption.

Governor Newsom's $80 million emergency allocation is currently distributing funds to more than 40 food banks across California. Updates are available through CDSS.ca.gov and the BenefitsCal mobile application.

About the CalFresh program

CalFresh, federally designated as the Supplemental Nutrition Assistance Program (SNAP), provides monthly electronic benefits for purchasing food at participating retailers. The program serves low-income individuals and households meeting federal income eligibility requirements.

Since June 1, 2019, SSI/SSP benefit recipients have been eligible for CalFresh assistance without affecting their monthly SSI/SSP payments. Applications are available in English, Spanish, and Chinese through county social services agencies.
