Germany's balcony solar experiment exploded from 550,000 systems in 2024 to 1 million within a year.

A solar panel usually means a roof, an installer and a homeowner willing to make a long-term investment. Germany found a simpler way. For apartment renters who do not control a roof, the answer was to put the panels on the balcony instead.

Known as Balkonkraftwerk, or balcony solar, these small systems are designed to be simple enough for ordinary households to install themselves. One or two solar panels can be mounted on a balcony railing, connected to a microinverter and plugged directly into a standard wall outlet.

And the idea has spread quickly. In 2024, more than 550,000 balcony solar systems were operating across Germany, with about half installed in 2023, Reuters reported, citing data from the BSW solar power association. By June 2025, the number had reached roughly 1 million. The official register showed 975,582 systems at the time, but the actual figure was believed to have crossed the million mark because registrations often arrive late and some systems are not reported, happyeconews noted, citing government data.


The technology works like a plug-in appliance


The appeal starts with the hardware. A typical system uses solar panels and a small microinverter that converts the electricity generated by the panels into usable power for the home. Instead of sending that electricity through a complicated rooftop installation, the system plugs into a wall socket.

German regulations limit these plug-in systems to 600 - 800 watts, enough to generate sufficient electricity for everyday appliances, the Vancouver-based outlet explained. A well-positioned system can help power things such as a refrigerator, laptop, lights and other small household devices.

The systems are also relatively inexpensive. Happy Eco News puts the typical cost at around €400 to €800, while Grist reported systems being sold for roughly 500 euros in 2024.

Germany changed the rules around plug-in solar


The technology alone did not create the boom. Germany spent years making it easier to use. The country introduced technical regulations for plug-in photovoltaic systems in 2019, helping establish a framework for balcony solar. The covid 19 pandemic later helped the DIY technology gain traction, while rising energy prices following Russia's invasion of Ukraine, followed by soaring energy prices, gave households another reason to look for ways to reduce electricity costs.

In 2024, policymakers went further. Germany simplified the rules around balcony solar, and federal lawmakers approved protections making it harder for landlords to arbitrarily prevent renters from installing the systems. Cities, including Berlin and Kiel, also offered financial incentives to encourage adoption in 2023. Economics Senator Stephan Schwarz said that time, "Berlin wants to achieve a solar power share of 25 percent. That is why we are driving the solar turnaround forward together with the tenants in Berlin."

Why renters became the key users

This is perhaps the most important part of the German model. Rooftop solar normally requires access to a roof, something a renter usually does not have. Balcony solar changes that equation. A tenant does not need to own an entire building to generate at least some of their own electricity.

That has made the balcony a small but important piece of Germany's energy transition. The systems do not replace rooftop solar or large solar farms, but they allow apartment residents to participate directly in renewable energy generation.

Small panels, big participation


Balcony solar cannot supply all of a household's electricity. The systems also generally lack the large-scale storage associated with conventional solar installations, meaning households benefit most when they use the electricity while the panels are producing it.

The savings depend heavily on factors such as the number and position of panels, their direction and the amount of sunlight they receive.

A 600-watt system described in the cost about $530, with expected annual electricity savings of around $100 and a payback period of roughly five years, Grist reported, citing a balcony solar user in a 2024 article.

Its larger impact may be less about the amount of electricity generated and more about making renewable energy something ordinary households can participate in.
