Then, something remarkable began to happen.
Instead of building more around the trees, the National Park Service began taking development away. Between 1997 and 2005, 282 buildings and large amounts of infrastructure were removed, while 231 acres were targeted for ecological restoration.
The work was far more complicated than simply tearing down old buildings. Crews had to remove roads, sewage infrastructure, utilities and pavement while protecting the very trees the project was designed to restore. Heavy equipment could not simply move wherever it wanted. In some places, workers had to use smaller machinery, hand tools and even mules.
The result was a dramatic change in Giant Forest, shifting the landscape away from a developed destination and back toward a forest where visitors could experience the sequoias on foot.

Why did Giant Forest need to change?
Giant sequoias are among the largest living things on Earth, yet the groves where they grow occupy a remarkably limited range. Approximately 75 groves exist, found along the western slope of the southern Sierra on moist sites between about 5,000 and 7,000 feet in elevation.Giant Forest was protected from logging when Sequoia National Park was established in 1890. But national park status did not automatically prevent other forms of development.
The road built to bring visitors into the grove eventually brought more than visitors. Camping, cabins, commercial activity and increasing congestion followed. The development began affecting both the sequoia ecosystem and the experience of people who came to see it.
More than 70 years ago, early park superintendent Colonel John Roberts White recognized the problem. He worked to protect the grove’s natural character, although much of the existing development remained. His efforts, however, helped establish the idea that Giant Forest could eventually be restored. That vision finally began taking shape decades later.

What was removed from the forest?
The restoration unfolded through five major demolition projects between 1997 and 2005.The first phase, from 1997 to 1999, removed buildings and infrastructure around Giant Forest Lodge, Pinewood, Highlands and Firwood. In 1999, another phase cleared development from Lower Kaweah, Upper Kaweah and the Market area.
In 2000, asphalt roads and remaining infrastructure were removed from several campgrounds, including Sugar Pine, Sunset, Paradise, Highlands and Firwood, which had already been abandoned in the 1960s.
From 2001 through 2005, the Sherman Tree entrance road and parking lot were removed and replaced with parking outside the sequoia grove, along with a trail leading visitors toward the tree. The final phase in 2005 removed roads and the remaining parking lot in the Lodge area.
Altogether, more than 282 buildings disappeared from the landscape. So did 24 acres of asphalt, dozens of manholes, a sewage treatment plant and spray field, exposed sewer and water pipes, aerial telephone and electric lines, and underground propane and fuel tanks.
Ecological restoration covered 231 acres.
The goal was not simply to make the landscape look different. The project sought to repair historic damage, remove inappropriate development, limit future impacts through better facility design and protect important natural and cultural resources.
How could crews demolish buildings without damaging giant sequoias?
Now this became one of the most difficult parts of the project. Many of the buildings dated from the 1930s and contained lead-based paint and asbestos in materials such as floor coverings, wallboard, pipe insulation and roofing. Some light fixtures contained PCBs and mercury. Their removal and disposal therefore had to follow federal, state and local requirements.Crews also had to think about what was beneath their feet. Smaller cabins could sometimes be lifted intact from their piers using long forks attached to a loader bucket. Larger structures were sometimes dragged away with chains, while the biggest buildings were demolished where they stood.
Equipment was restricted to designated travel routes, helping reduce additional soil disturbance. In particularly sensitive areas, smaller machines or hand tools were used.
Roads and asphalt were removed by lifting pavement edges with excavator or backhoe claws. Where trees stood too close for large equipment, contractors used Bobcats and mini-excavators.
Even concrete infrastructure required careful decisions. Where complete removal might damage vegetation or soil, concrete could be removed to at least two feet below the surface and fractured so water could continue to drain through.
One sewer line beside Deer Creek was inaccessible to heavy machinery, so workers broke the concrete apart with a jackhammer and hauled it away using mules.
Asphalt and concrete debris was recycled by crushing it into pieces for use as road base elsewhere.
How were the trees protected during the work?
The giant sequoias themselves were treated as the project’s central priority. Eight-foot-tall lumber barricades were placed around mature trees to protect their soft bark and prevent equipment from damaging roots or compacting soil near their bases. Orange fencing marked sensitive vegetation, shallow root zones and groups of trees.Where buildings stood close to sequoias, lath snow fencing was wrapped around tree trunks to prevent mechanical damage. Metal sheeting was placed over exposed or shallow roots to spread the weight of equipment and protect them from wheels.
Contractors were required to follow designated travel routes, and the project included financial penalties for damage to trees, soils or vegetation. National Park Service inspectors and a restoration ecologist monitored the work daily.
Before demolition began, measures were also installed to prevent runoff from carrying sediment into streams and wetlands.
The restoration therefore required a strange balance: using heavy machinery to undo development while making every effort to ensure that the machinery did not create new damage.
What happened to the old sewage system?
One of the forces pushing development out of Giant Forest was a wastewater problem. The sewage treatment facility, known as the “Imhoff” plant and dating to the 1930s, no longer met federal and state wastewater standards by the 1990s. Its treatment level was described as “partial primary” treatment.The plant had operated under a temporary discharge permit beginning in 1978. In 1993, the California Regional Water Quality Control Board denied renewal of that permit.
The National Park Service had already committed in 1980 to removing lodging and associated infrastructure from Giant Forest, so rebuilding the sewage plant there was not pursued. Replacement infrastructure was being developed at Wuksachi Village, outside the grove.
Many of the nearly 300 lodging and commercial buildings constructed between 1920 and 1950 were also aging rapidly. Maintaining their widely scattered infrastructure had become expensive, while deteriorating sewer lines were increasingly difficult to repair.
Replacing those lines could have harmed the giant sequoias the park was required to protect. Removing the development became the practical path forward.
Did restoration change how visitors experience Giant Forest?
That was one of the project’s central ambitions. Rather than making Giant Forest a place visitors primarily experienced from their cars, planners wanted people to walk among the trees.A major part of that strategy was the shuttle system. Visitors could park once and then use transportation to reach important areas of the grove without creating the prolonged parking congestion that had existed before restoration.
In May 2007, the Sequoia Shuttle began operating in Giant Forest through a cooperative effort with the City of Visalia. It provided transportation from Visalia and Three Rivers to Giant Forest, as well as service within the grove.
Commercial activity was removed between 1997 and 2005, overnight accommodations were relocated to Wuksachi Village, and visitor facilities within Giant Forest were converted from overnight use to day use.
The broader objective was to protect the forest while improving trails, parking, transportation, interpretation and accessibility.
How did attitudes toward the giant trees change?
The restoration also reflected a major change in how the park viewed old sequoias and human safety.Large trees can contain rot or other defects, creating risks in developed areas. Today, Sequoia and Kings Canyon National Parks use hazard-tree surveillance and mitigation to address those risks.
But removing a giant sequoia because it threatened a building or visitor was once considered acceptable.
In 1950, an 18-foot-diameter, 240-foot-tall sequoia leaning over cabins in the Lodge area was cut down because it posed a safety threat. Another mature leaning sequoia was felled near Beetle Rock in 1966.
In more recent situations, threatened structures have instead been closed when leaning sequoias were identified as hazards, particularly where root rot was present nearby.
The risks were real. In 1969, an elderly woman died while picnicking in the Hazelwood area after a 240-foot-tall sequoia fell against another tree, sending the upper 130 feet of the second tree onto her picnic table. The Hazelwood Picnic Area was subsequently closed.
What did the Giant Forest restoration ultimately represent?
The restoration was the culmination of decades of changing priorities.The project removed development that had gradually taken hold inside one of the world’s most distinctive tree groves and replaced it with a different approach to experiencing the landscape.
Between 1997 and 2005, 282 buildings were removed, roads and pavement disappeared, outdated utilities were taken out, and 231 acres underwent ecological restoration. Visitor access was reorganized around walking and shuttle transportation rather than allowing vehicles and parking to dominate the grove.
