On the evening of October 2, Special Agent Elvis Chan of the FBI's San Francisco office sent ten documents to Yoel Roth, then-head of site integrity at Twitter, and at least one other person. Journalist Michael Shellenberger said the transmission was made on January 13, 2020 via a unique one-way communications channel. Chan requested confirmation from Roth and his co-workers that they had received the papers.

What was in the emails Chan sent to Roth, who was instrumental in keeping The Post's bombshell under wraps, is unknown. However, the timing is suspicious, and as Shellenberger noted, Chan's action was consistent with a larger FBI initiative to stifle discussion on the platform to prevent "foreign interference in elections."
