Eligibility Criteria for Virginia Rebate Checks

To qualify, taxpayers must have paid taxes in 2024 and filed their returns by November 3, 2025, reported The Sun. Those who filed before July 1 will have their payments sent by October 15. People who received their state tax refund via direct deposit will get the rebate the same way, while others will receive a paper check in the mail, according to the report.

How Rebates Are Applied to Debts

If a taxpayer owes money to Virginia Tax or another state or local agency, the rebate will first go toward that debt, as per The Sun report. Any leftover funds will be sent to the taxpayer. If the debt is larger than the rebate, Virginia Tax will send a letter explaining how the rebate was applied and how to contact the agency owed, according to the report.

Who Is Not Eligible for the Rebate

Some taxpayers are not eligible. Those who owed no taxes, such as individuals who only received Social Security, disability, or unemployment benefits, will not get a rebate, as per The Sun report. Single filers with an adjusted gross income under $11,950 and joint filers under $23,900 are also ineligible, reported The Sun.

Similar Programs in Other States

Other states are offering similar rebates. In New York, some taxpayers may get up to $400 to offset inflation, while Pennsylvania is providing payments between $380 and $1,000 to homeowners and renters within certain income limits, as per the report.
