Queen Elizabeth II died at her home in Balmoral, Scotland. So, the request for the death certificate of the monarch will go to the National Records of Scotland (NRS). The certificate would say why, when and where the Queen died, and the certificate is a also public record. However, the NRS is currently being accused of attempting to block the release of the details of the Queen's passing. Reports suggest the NRS is secretive and blocking legal attempts to obtain copies of the death certificate.

If the Queen had passed away in England, there wouldn't have been any requirement of releasing the cause for her death. Monarchs do not come under the ambit of the Registration Act of 1836. However, the Queen died in Scotland and the death has come under the Registration of Births, Deaths, and Marriages (Scotland) Act of 1965. In Scotland, the death certificate has to be submitted to the registrar within seven days.
